Existing law authorizes a parish governing authority to create gas utility districts, which are
authorized to construct, acquire, sell, lease, mortgage, extend, improve, maintain, and operate
any revenue producing gas public utility.
Existing law provides for boards of commissioners to govern such districts.  If a district
includes one or more municipalities, existing law provides that the board has nine members,
seven appointed by the parish and two appointed by the municipalities.  Provides that
commissioners serve staggered five-year terms.
New law provides for the board of commissioners of East Feliciana Gas Utility District
No. 1.  Requires that the board be composed of 5 members appointed as follows:
(1) Three members appointed by the governing authority of East Feliciana Parish.
(2)One member appointed by the governing authority of Wilson.
(3)One member appointed by the governing authority of Norwood.
Effective upon signature of the governor (June 6, 2023).
