ENROLLED 2023 Regular Session HOUSE CONCURRENT RESOL UTION NO. 111 BY REPRESENTATIVE KERNER A CONCURRENT RESOL UTION To urge and request the Federal Emergency Management Agency (FEMA) to extend temporary housing agreements and to postpone the requirement to pay rent for survivors of Hurricane Ida. WHEREAS, Hurricane Ida devastated Terrebonne, Lafourche, Jefferson, and other areas in southeast Louisiana on August 29, 2021; and WHEREAS, at the request of the Louisiana Governor's Office of Homeland Security, FEMA approved a six month extension of its Direct Housing Assistance; and WHEREAS, since March 1, 2023, survivors of Hurricane Ida have been paying a reduced rental rate or have not been required to pay rent; and WHEREAS, beginning June 1, 2023, FEMA will begin to charge survivors fair market rent for use of a FEMA unit; and WHEREAS, charging fair market rent may result in monthly payments up to one thousand seven hundred dollars per month; and WHEREAS, many survivors live on fixed incomes and their failure to pay the monthly rent may result in ineligibility to stay in a FEMA unit. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request FEMA to extend temporary housing agreements and to postpone the requirement to pay rent for survivors of Hurricane Ida.
