HOUSE CONCURRENT RESOL UTION NO. 128

WATERWAYS/RIVERS:  Urges and requests the Department of Wildlife and Fisheries to
study wakeboard boats and their impact on fishing and properties on False River
1	A CONCURRENT RESOL UTION
2To urge and request the Louisiana Department of Wildlife and Fisheries and the Department
3 of Transportation and Development to study the impact of wakeboard boats, wind,
4 and drawdowns on fishing and properties on False River.
5 WHEREAS, wakeboard boats, also known as wakeboats, surfboats, or tow boats, are
6designed to create a large, specially shaped wake for a wakeboarder to jump the wake from
7side to side; and
8 WHEREAS, wake is the wave a boat generates as it moves through the water, which
9disperses an amount of energy based on the boat's speed and the amount of water the boat
10displaces; and
11 WHEREAS, the wake created by a boat may endanger others by rocking, swamping,
12or capsizing other boats which may result in passengers thrown off balance or overboard;
13and
14 WHEREAS, the wake created by a boat may cause erosion of shorelines, damaging
15important habitat and ecosystems when the distance to shore is not adequate to dissipate the
16wakes; and
17 WHEREAS, just one pass of a wake boat can be damaging to an ecosystem, and
18multiple passes in the same area can cause long lasting damage to shorelines, water quality,
19and lake bottoms; and
20 WHEREAS, erosion of shorelines and damage to natural ecosystems could adversely
21impact both fishing and properties located on False River.

1 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
2urge and request the Louisiana Department of Wildlife and Fisheries and the Department of
3Transportation and Development to study the impact of wakeboard boats, wind, and
4drawdowns on fishing and properties on False River.
5 BE IT FURTHER RESOLVED that a written report detailing the results of the study
6shall be completed by the Department of Wildlife and Fisheries and the Department of
7Transportation and Development, jointly, and be submitted to the House Committee on
8Natural Resources and Environment, the Senate Committee on Natural Resources, the House
9Committee on Transportation, Highways and Public Works, and the Senate Committee on
10Transportation, Highways, and Public Works by the end of the year 2023.
11 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
12secretary of the Louisiana Department of Wildlife and Fisheries and the secretary of the
13Department of Transportation and Development.

The House Floor Amendments to the engrossed bill:
1. Add the Dept. of Transportation and Development to work jointly with the Dept.
of Wildlife and Fisheries on the study.
2. Add the House Committee on Transportation, Highways and Public Works, the
Senate Committee on Transportation, Highways, and Public Works, and the
Senate Committee on Natural Resources to receive a copy of the written report.
3. Add wind and drawdowns to be considered as a part of the study.
