ENROLLED 2023 Regular Session HOUSE CONCURRENT RESOL UTION NO. 128 BY REPRESENTATIVE LACOMBE A CONCURRENT RESOL UTION To urge and request the Louisiana Department of Wildlife and Fisheries and the Department of Transportation and Development to study the impact of wakeboard boats, wind, and drawdowns on fishing and properties on False River. WHEREAS, wakeboard boats, also known as wakeboats, surfboats, or tow boats, are designed to create a large, specially shaped wake for a wakeboarder to jump the wake from side to side; and WHEREAS, wake is the wave a boat generates as it moves through the water, which disperses an amount of energy based on the boat's speed and the amount of water the boat displaces; and WHEREAS, the wake created by a boat may endanger others by rocking, swamping, or capsizing other boats which may result in passengers thrown off balance or overboard; and WHEREAS, the wake created by a boat may cause erosion of shorelines, damaging important habitat and ecosystems when the distance to shore is not adequate to dissipate the wakes; and WHEREAS, just one pass of a wake boat can be damaging to an ecosystem, and multiple passes in the same area can cause long lasting damage to shorelines, water quality, and lake bottoms; and WHEREAS, erosion of shorelines and damage to natural ecosystems could adversely impact both fishing and properties located on False River. Page 1 of 2 HCR NO. 128 ENROLLED THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the Louisiana Department of Wildlife and Fisheries and the Department of Transportation and Development to study the impact of wakeboard boats, wind, and drawdowns on fishing and properties on False River. BE IT FURTHER RESOLVED that a written report detailing the results of the study shall be completed by the Department of Wildlife and Fisheries and the Department of Transportation and Development, jointly, and be submitted to the House Committee on Natural Resources and Environment, the Senate Committee on Natural Resources, the House Committee on Transportation, Highways and Public Works, and the Senate Committee on Transportation, Highways, and Public Works by the end of the year 2023. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the secretary of the Louisiana Department of Wildlife and Fisheries and the secretary of the Department of Transportation and Development.
