HLS 23RS-3574 ORIGINAL 2023 Regular Session HOUSE CONCURRENT RESOL UTION NO. 133 BY REPRESENTATIVE GREGORY MILLER COMMENDATIONS: Commends Sheriff Greg Champagne on his second term as president of the National Sheriff's Association 1 A CONCURRENT RESOL UTION 2To commend Sheriff Greg Champagne on his second term as president of the National 3 Sheriff's Association. 4 WHEREAS, Sheriff Greg Champagne is currently serving his seventh term as sheriff 5of St. Charles Parish; he is the longest-tenured sheriff in the parish's history, with twenty- 6seven years of service; and 7 WHEREAS, Sheriff Champagne was born and raised in St. Charles Parish; he 8graduated from Hahnville High School and received a bachelor's degree in government from 9Nicholls State University and a juris doctorate from the Louisiana State University Paul M. 10Hebert Law Center; and 11 WHEREAS, following law school, Sheriff Champagne served as an assistant district 12attorney in St. Charles Parish; during his fourteen-year tenure, he earned a reputation as a 13tough but fair prosecutor with a 94% conviction rate; he tried numerous felony jury trials 14including eight homicide trials, all of which resulted in convictions; and 15 WHEREAS, Sheriff Champagne was first elected sheriff of St. Charles Parish in 161995; he was re-elected without opposition in 1999, with 81% of the votes in 2003, and with 1783% of the votes in 2007; he ran without opposition in three-consecutive elections from 182011 to 2019; and 19 WHEREAS, over the course of his impressive career in law enforcement, Sheriff 20Champagne has attended many training programs including the National Center for Missing 21and Exploited Children and Northwestern University's Graduate School for Prosecutors; he Page 1 of 3 HLS 23RS-3574 ORIGINAL HCR NO. 133 1represented the National Sheriff's Association at two international counter-terrorism training 2programs focused on the detection and prevention of terrorism and general public security 3measures in Israel and England; and 4 WHEREAS, Sheriff Champagne graduated from the Federal Bureau of Investigation 5Academy in Quantico, Virginia, on two occasions; first, he completed the FBI's Law 6Institute for Prosecutors, and more recently, he graduated from the FBI's Law Enforcement 7Executive Development Program; and 8 WHEREAS, Sheriff Champagne will be installed for a second time as president of 9the National Sheriff's Association (NSA) in June; he previously served as president of the 10association in 2016-2017; for the past twenty years, he has chaired the NSA Legal Affairs 11Committee, which analyzes proposed congressional legislation and files amicus briefs with 12the U.S. Supreme Court on landmark criminal justice issues affecting sheriffs nationwide; 13and 14 WHEREAS, Sheriff Champagne regularly testifies before the Legislature of 15Louisiana on important issues concerning criminal justice on behalf of the Louisiana 16Sheriff's Association; he also serves on the Louisiana State Law Institute's Criminal Justice 17Committee, analyzing criminal justice issues for the legislature; and 18 WHEREAS, outside of his professional life, Greg has shared over forty-one years 19of marriage with his wife, Alice Landry Champagne; his daughter, Rochelle C. Fahrig, is an 20assistant district attorney, and his son, Greg Champagne, Jr., is a deputy tax assessor; he also 21has five grandsons; and 22 WHEREAS, Sheriff Greg Champagne is a genuine servant of the community; his 23efforts earned him recognition as Louisiana Sheriff of the Year by the Louisiana Crime 24Victim's Coalition in 2003; he is most deserving of the highest recognition for his dedication 25to law enforcement and the protection of St. Charles Parish and the state of Louisiana. 26 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 27commend Sheriff Greg Champagne on his second term as president of the National Sheriff's 28Association and does hereby extend sincerest wishes that he continue to prosper in all of his 29endeavors.
