HOUSE CONCURRENT RESOL UTION NO. 17
BY REPRESENTATIVE MINCEY
TEACHERS:  Continues the Teacher Recruitment, Recovery, and Retention Task Force
1	A CONCURRENT RESOL UTION
2To continue and provide with respect to the Teacher Recruitment, Recovery, and Retention
3 Task Force that was created pursuant to House Concurrent Resolution No. 39 of the
4 2021 Regular Session of the Legislature.
5 WHEREAS, the Teacher Recruitment, Recovery, and Retention Task Force was
6created in the 2021 Regular Session pursuant to House Concurrent Resolution No. 39 to
7study the declining enrollment in teacher preparation programs and to study strategies and
8best practices by which the state, and individual school districts where there are teacher
9shortages, can increase rates of employment and retention of teachers; and
10 WHEREAS, the task force has met ten times since its inception, bringing together
11key stakeholders who have contributed greatly to its work; and
12 WHEREAS, the task force released a preliminary report in December 2021 and a
13final report in January 2023 which included responses to research questions posed in House
14Concurrent Resolution No. 39 and demonstrated a commitment to strengthening the pipeline
15of great teachers into classrooms across Louisiana; and
16 WHEREAS, there remain opportunities for the task force to help address teacher
17shortages and identify ways to improve employment and retention of teachers in Louisiana.
18 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
19continue the Teacher Recruitment, Recovery, and Retention Task Force through July 13,
202025.

1 BE IT FURTHER RESOLVED that the task force shall submit written reports of its
2findings and recommendations. 
3 BE IT FURTHER RESOLVED that the reports shall be submitted to the governor,
4the state superintendent of education, the House Committee on Education, the Senate
5Committee on Education, the president of the State Board of Elementary and Secondary
6Education, and the commissioner of higher education by February 1, 2024, and February 1,
72025.
