HLS 23RS-542 ORIGINAL 2023 Regular Session HOUSE CONCURRENT RESOL UTION NO. 68 BY REPRESENTATIVE GLOVER HIGHWAYS: Urges and requests the Department of Transportation and Development to reevaluate and construct a safety installation in a certain community in Shreveport, Louisiana 1 A CONCURRENT RESOL UTION 2To urge and request the Department of Transportation and Development to reevaluate the 3 location of a crosswalk in the 4600 block of North Market Street, United States 4 Highway 71, in Shreveport, Louisiana, and to construct an appropriate installation 5 in this area to ensure the safety of pedestrians, prevent property damage, and avert 6 future deadly automobile accidents. 7 WHEREAS, as it passes through Shreveport, United States Highway 71 is known as 8North Market Street and passes through some residential areas; and 9 WHEREAS, in passing through residential areas, the highway splits neighborhoods, 10separating homes from shops and recreation facilities; and 11 WHEREAS, House Concurrent Resolution 218 of the 2007 Regular Session urged 12construction of an elevated crosswalk in the North Market area; and 13 WHEREAS, in response to the Resolution and a death that occurred in this area a 14crosswalk was implemented in the location; and 15 WHEREAS, the crosswalk was not placed in the proper location as evidenced by a 16pattern of multiple accidents after its placement; and 17 WHEREAS, as a result of the improper placement vehicles have repeatedly struck 18areas in proximity to the crosswalk causing accidents; and 19 WHEREAS, when these crashes occur they block residents from being able to access 20their homes; and Page 1 of 2 HLS 23RS-542 ORIGINAL HCR NO. 68 1 WHEREAS, multiple homes, along with vehicles parked at these residences, have 2been struck and severely damaged as a result of cars crashing onto these properties; and 3 WHEREAS, the crosswalk cannot be removed without legislative action as well as 4an alternate safety installation for crossing LA 1; and 5 WHEREAS, it is urgent to assess the needs of residents and citizens who travel 6through the 4600 block of North Market Street to protect drivers and the community from 7further harm; and 8 WHEREAS, the community around the 4600 block of North Market Street 9desperately needs the Department of Transportation and Development to evaluate and 10implement whichever measures are necessary to resolve the current roadway issues to ensure 11safety throughout the community. 12 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 13urge and request the Department of Transportation and Development to reevaluate the 14location of a crosswalk in the 4600 block of North Market Street, United States Highway 71, 15in Shreveport, Louisiana, and to construct an appropriate installation in this area to ensure 16the safety of pedestrians, prevent property damage, and avert future deadly automobile 17accidents. 18 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 19secretary of the Department of Transportation and Development.
