HLS 23RS-137 ENGROSSED 2023 Regular Session HOUSE CONCURRENT RESOL UTION NO. 7 BY REPRESENTATIVES CHARLES OWEN, AMEDEE, BACALA, BOYD, CARRIER, ECHOLS, EDMONDS, EDMONSTON, EMERSON, FIRMENT, FONTENOT, GADBERRY, GAROFALO, HORTON, KNOX, LAFLEUR, LARVADAIN, MIGUEZ, MOORE, ORGERON, AND SCHAMERHORN DRUGS/ILLEGAL: Memorializes Congress to take necessary actions to halt the influx of fentanyl from Mexico and China into the United States 1 A CONCURRENT RESOL UTION 2To memorialize the United States Congress to take such actions as are necessary to halt the 3 influx of fentanyl from Mexico and China into the United States. 4 WHEREAS, Mexico and China have become the dominant sources of fentanyl in the 5United States; mass quantities of fentanyl are crossing into the United States from Mexico 6and China; and 7 WHEREAS, the volume of fentanyl smuggled into the United States has killed 8thousands of Americans and has the potential to kill and harm thousands more Americans; 9and 10 WHEREAS, fentanyl is being packaged and disseminated as elements of falsely 11identified prescription and illegal drugs into the United States; and 12 WHEREAS, fentanyl that originates in Mexico and China has been detected in forms 13such as candy and food products, and on United States currency; and 14 WHEREAS, the country of Mexico, as a sovereign nation, should have control over 15its own territory and landmass and should be highly concerned with the influx of base 16chemicals and production capacities into its own nation; and 17 WHEREAS, the government of Mexico is responsible for management and control 18of its own border, and as a member of the United Nations, to act in a responsible manner to 19surrounding countries; and Page 1 of 2 HLS 23RS-137 ENGROSSED HCR NO. 7 1 WHEREAS, according to the Centers for Disease Control and Prevention, fentanyl 2is a major contributor to fatal and nonfatal overdoses in the United States and most cases of 3fentanyl-related overdoses are linked to illicitly manufactured fentanyl, which is distributed 4through illegal drug markets; and 5 WHEREAS, the Republic of Mexico and the People's Republic of China should take 6immediate action to locate and eradicate the receipt, storage, production, and dissemination 7of this dangerous drug; and 8 WHEREAS, it is necessary that the United States Congress takes immediate action 9to stop the free flow of fentanyl into the United States. 10 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 11memorialize the United States Congress to take such actions as are necessary to halt the 12influx of fentanyl from Mexico and China into the United States. 13 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 14presiding officers of the Senate and the House of Representatives of the Congress of the 15United States of America and to each member of the Louisiana congressional delegation.
