BLANC, THOMAS, THOMPSON, W HEAT, AND WRIGHT A CONCURRENT RESOL UTION To memorialize the United States Congress to take such actions as are necessary to halt the influx of fentanyl from Mexico and China into the United States. WHEREAS, Mexico and China have become the dominant sources of fentanyl in the United States; mass quantities of fentanyl are crossing into the United States from Mexico and China; and WHEREAS, the volume of fentanyl smuggled into the United States has killed thousands of Americans and has the potential to kill and harm thousands more Americans; and WHEREAS, fentanyl is being packaged and disseminated as elements of falsely identified prescription and illegal drugs into the United States; and WHEREAS, fentanyl that originates in Mexico and China has been detected in forms such as candy and food products, and on United States currency; and WHEREAS, the country of Mexico, as a sovereign nation, should have control over its own territory and landmass and should be highly concerned with the influx of base chemicals and production capacities into its own nation; and WHEREAS, the government of Mexico is responsible for management and control of its own border, and as a member of the United Nations, to act in a responsible manner to surrounding countries; and Page 1 of 2 HCR NO. 7 ENROLLED WHEREAS, according to the Centers for Disease Control and Prevention, fentanyl is a major contributor to fatal and nonfatal overdoses in the United States and most cases of fentanyl-related overdoses are linked to illicitly manufactured fentanyl, which is distributed through illegal drug markets; and WHEREAS, the Republic of Mexico and the People's Republic of China should take immediate action to locate and eradicate the receipt, storage, production, and dissemination of this dangerous drug; and WHEREAS, it is necessary that the United States Congress takes immediate action to stop the free flow of fentanyl into the United States. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby memorialize the United States Congress to take such actions as are necessary to halt the influx of fentanyl from Mexico and China into the United States. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the presiding officers of the Senate and the House of Representatives of the Congress of the United States of America and to each member of the Louisiana congressional delegation.
