HLS 23RS-243 ORIGINAL 2023 Regular Session HOUSE CONCURRENT RESOL UTION NO. 72 BY REPRESENTATIVE KERNER LEVEES: Urges and requests the United States Army Corps of Engineers to reconsider the mitigation and stewardship plan for the Mid-Barataria Sediment Division to include tidal levee protection for Lafitte, Barataria, and Crown Point 1 A CONCURRENT RESOL UTION 2To urge and request the United States Army Corps of Engineers to reconsider the mitigation 3 and stewardship plan for the Mid-Barataria Sediment Diversion to include tidal levee 4 protection for Lafitte, Barataria, and Crown Point. 5 WHEREAS, the Coastal Protection and Restoration Authority Board of Louisiana, 6through the Coastal Protection and Restoration Authority (CPRA), has submitted a joint 7permit application to the United States Department of the Army and a permission request 8to the United States Army Corps of Engineers (USACE) at the New Orleans District for 9CPRA's proposed Mid-Barataria Sediment Diversion; and 10 WHEREAS, the proposed Mid-Barataria Sediment Diversion project was awarded 11permits by the USACE to allow construction of the project to begin; and 12 WHEREAS, the Mid-Barataria Sediment Diversion includes a mitigation and 13stewardship plan to address the anticipated environmental and ecological impacts of the 14project; and 15 WHEREAS, as a result of the operation of the diversion, some communities inside 16the project area will be at greater risk of high water levels; and 17 WHEREAS, continued investment and planning for flood mitigation are needed to 18prevent future loss and damage resulting from natural disasters in the communities of 19Lafitte, Barataria, and Crown Point; and Page 1 of 2 HLS 23RS-243 ORIGINAL HCR NO. 72 1 WHEREAS, the communities of Lafitte, Barataria, and Crown Point have suffered 2the adverse effects of the sediment diversion on United States Highway 90 and will suffer 3from the proposed Mid-Barataria Sediment Diversion; and 4 WHEREAS, the severe risk of flooding in Jefferson Parish has shown the urgent 5need to invest resources for the communities of Lafitte, Barataria, and Crown Point as a 6means to protect life and property in the future, as citizens are continuously impacted by the 7flooding and rebuilding of their homes and lives. 8 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 9urge and request the USACE to reconsider the mitigation and stewardship plan for the Mid- 10Barataria Sediment Diversion to include tidal levee protection for Lafitte, Barataria, and 11Crown Point. 12 BE IT FURTHER RESOLVED that the Louisiana Congressional Delegation take 13such actions as are necessary to secure funding for tidal levee protection for Lafitte, 14Barataria, and Crown Point. 15 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 16commander and district engineer of the New Orleans District of the United States Army 17Corps of Engineers and to each member of the Louisiana Congressional Delegation.
