HLS 23RS-567 ENGROSSED 2023 Regular Session HOUSE CONCURRENT RESOL UTION NO. 8 BY REPRESENTATIVE ECHOLS HOMELAND SECURITY: Requests weekly briefings by electronic mail to the legislature on security threats 1 A CONCURRENT RESOL UTION 2To urge and request the Governor's Office of Homeland Security and Emergency 3 Preparedness and the Louisiana State Police to provide a weekly joint report by 4 electronic mail on security threats, criminal activity, drug use and overdose rates, 5 including fentanyl deaths, illegal immigration statistics, including releases by the 6 United States Immigration and Customs Enforcement, and other specific threats that 7 endanger the health and safety of citizens of Louisiana to the Legislature of 8 Louisiana. 9 WHEREAS, Louisiana consistently ranks above the national average in both property 10and violent crime; and 11 WHEREAS, fentanyl drug use is surging in Louisiana and drug-involved overdose 12deaths increased by two hundred nineteen percent from 2016 to 2021; and 13 WHEREAS, Louisiana's crime rate is growing at a faster pace than the nation as a 14whole; and 15 WHEREAS, the southwestern border of the United States is facing a surge of 16unapprehended illegal immigrants, many of whom may enter into Louisiana; and 17 WHEREAS, in order to craft policy that protects all citizens of the state of Louisiana, 18legislators need to be informed of the status on the security threats, criminal activity, drug 19use and overdose rates, illegal immigration, and other threats impacting the state; and 20 WHEREAS, the Governor's Office of Homeland Security and Emergency 21Preparedness and the Louisiana State Police are uniquely situated to discerning potential 22threats and conveying relevant information to legislators in a way that does not endanger 23pending investigations; and Page 1 of 2 HLS 23RS-567 ENGROSSED HCR NO. 8 1 WHEREAS, this information on security threats, criminal activity, drug use and 2overdose rates, including fentanyl deaths, illegal immigration statistics, including releases 3by the United States Immigration and Customs Enforcement, and other specific threats that 4endanger the health and safety of citizens of Louisiana are critical to providing the 5Legislature of Louisiana with accurate information to craft policy that protects the citizens 6of Louisiana. 7 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 8urge and request the Governor's Office of Homeland Security and Emergency Preparedness 9and the Louisiana State Police to provide a weekly joint report by electronic mail to the 10Legislature of Louisiana on security threats, criminal activity, drug use and overdose rates, 11including fentanyl deaths, illegal immigration statistics, including releases by the United 12States Immigration and Customs Enforcement, and other specific threats that endanger the 13health and safety of citizens of Louisiana. 14 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 15director of the Governor's Office of Homeland Security and Emergency Preparedness and 16the superintendent of the Louisiana State Police. 17 BE IT FURTHER RESOLVED that the director of the Governor's Office of 18Homeland Security and Emergency Preparedness and the superintendent of the Louisiana 19State Police shall submit each report in the form of an email to the David R. Poynter 20Legislative Research Library each week the report is due and shall include the name of the 21submitting agency. The email shall clearly indicate the applicable reporting period and list 22the name and contact information of the person submitting the email.
