COMMENDATIONS: Commends William S. Wainwright, Ph.D., for his service to
Northshore Technical Community College and the Louisiana Community and
Technical College System
1 A RESOLUTION
2To commend William S. Wainwright, Ph.D., for his service to Northshore Technical
3 Community College and the Louisiana Community and Technical College System.
4 WHEREAS, Dr. William S. Wainwright has served as an administrator within the
5Louisiana Community and Technical College System for the past twenty-four years; and
6 WHEREAS, Dr. Wainwright has served as chancellor of Northshore Technical
7Community College (NTCC) since 2011, making him the first and only chancellor in the
8school's history; under his leadership, NTCC received accreditation from the Southern
9Association of Colleges and Schools Commission, which is the body for the accreditation
10of degree-granting higher education institutions in the Southern states; and
11 WHEREAS, Chancellor Wainwright spearheaded the establishment of two new
12NTCC campuses, the Lacombe Campus and the Livingston Campus; additionally, NTCC
13was recognized by the Brookings Institute as the top-ranked community college for
14"economic value of graduates", and was distinguished as a Top Workplace by NOLA.com
15for the past six years; and
16 WHEREAS, Dr. Wainwright also serves as the St. Tammany Parish Development
17District board president; as immediate past president of the Council of Louisiana Colleges
18& Universities and COMBASE, which is a consortium of community colleges; on the board
19of Family Promise of St. Tammany; and is a board member of GNO, Inc., and the
20Northshore Business Council; and

1 WHEREAS, on May 1, 2023, the Board of Supervisors for the University of
2Louisiana System announced that it had selected Dr. Wainwright to succeed Dr. John L.
3Crain as president of Southeastern Louisiana University.
4 THEREFORE, BE IT RESOLVED that the House of Representatives of the
5Legislature of Louisiana does hereby commend William S. Wainwright, Ph.D., for his
6service to Northshore Technical Community College and the Louisiana Community and
7Technical College System and does hereby extend sincerest wishes that he accomplish great
8things in his new role as president of Southeastern Louisiana University.
