SEAFOOD: Memorializes Congress to impose a quota or tariff on imported shrimp and
enact a buy plan for domestic shrimp
1 A RESOLUTION
2To memorialize the United States Congress to take such actions as are necessary to impose
3 a quota or tariff on imported shrimp and enact a buy plan for domestic shrimp
4 directly from domestic commercial fishermen.
5 WHEREAS, the domestic shrimp industry has faced severe hardships such as
6Hurricane Ida and other natural disasters, repeated opening of the Bonnet Carre Spillway,
7unfair trade practices, illegal chemicals, rising inflation, gas prices, and supply chain issues;
8and
9 WHEREAS, in October of 2022, United States Congressman Garret Graves
10announced that the United States Department of Agriculture (USDA) purchased up to twenty
11five million dollars of Gulf of Mexico and South Atlantic wild caught shrimp; and
12 WHEREAS, Section 32 of the Agricultural Adjustment Act authorizes USDA to
13purchase domestic shrimp; and
14 WHEREAS, purchases such as this will help provide relief to Louisiana's shrimp
15industry; and
16 WHEREAS, Louisiana's seafood industry is the largest supplier in the country and
17the main economic driver in coastal areas; and
18 WHEREAS, more relief is necessary for the Louisiana seafood industry to compete
19with foreign importers; and

1 WHEREAS, strategies to ensure that domestic commercial shrimp fishermen are able
2to sell their shrimp are necessary for the continued success of the Louisiana shrimp industry;
3and
4 WHEREAS, plans to buy shrimp directly from domestic commercial shrimp
5fishermen are of vital importance to ensure the success of coastal communities that rely
6heavily on this industry.
7 THEREFORE, BE IT RESOLVED that the House of Representatives of the
8Legislature of Louisiana does hereby memorialize the United States Congress to take such
9actions as are necessary to impose a quota or tariff on imported shrimp and enact a buy plan
10for domestic shrimp directly from domestic commercial fishermen.
11 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
12presiding officers of the Senate and the House of Representatives of the Congress of the
13United States of America and to each member of the Louisiana congressional delegation.
