HLS 23RS-2981 ORIGINAL 2023 Regular Session HOUSE RESOLUTION NO. 176 BY REPRESENTATIVE ORGERON COMMENDATIONS: Commends Jessica Mallindine with the Bureau of Ocean Energy Management for her diligent work to help restore Louisiana's coast 1 A RESOLUTION 2To commend and extend appreciation to Ms. Jessica Mallindine with the Bureau of Ocean 3 Energy Management for her coastal restoration work. 4 WHEREAS, Ms. Mallindine, a marine biologist, is a subject matter expert on the 5National Environmental Policy Act and protected species for the Bureau of Ocean Energy 6Management within the United States Department of Interior; and 7 WHEREAS, with Ms. Mallindine's guidance and leadership, the Louisiana Coastal 8Protection and Restoration Authority (CPRA) was able to secure regulatory approval and a 9noncompetitive negotiated agreement with the Bureau of Ocean Energy Management to use 10federal offshore sand resources for the Terrebonne Basin Barrier Shoreline Restoration 11Project, the largest barrier island restoration project ever constructed in Louisiana; and 12 WHEREAS, Ms. Mallindine was also an instrumental member of the project delivery 13team for Louisiana barrier island restoration projects on Whiskey Island in Terrebonne 14Parish and the Caminada Headland in Jefferson and Lafourche parishes; and 15 WHEREAS, serving as a member of the Marine Minerals Program, whose mission 16is to manage and facilitate access to the nation's Outer Continental Shelf non-energy marine 17minerals, particularly sand and gravel, and as an advisor on the Louisiana Sand Management 18Working Group, Ms. Mallindine has extensive experience which contributed to a better 19understanding of existing sand resources, effective management of those resources, and 20coordination among stakeholders to resolve conflicts; and Page 1 of 2 HLS 23RS-2981 ORIGINAL HR NO. 176 1 WHEREAS, Ms. Mallindine continues to help the CPRA advance projects within the 2Coastal Master Plan with her expertise, leadership, and guidance, and continues to help 3restore our coastal ecosystems and make our coastal communities more resilient. 4 THEREFORE, BE IT RESOLVED that the House of Representatives of the 5Legislature of Louisiana does hereby commend Ms. Jessica Mallindine, with the Bureau of 6Ocean Energy Management, for her diligent efforts to help restore Louisiana's coastal 7wetlands and barrier island habitat and does hereby express heartfelt appreciation for her 8contributions to the natural resources and the people of Louisiana. 9 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Ms. 10Jessica Mallindine.
