HLS 23RS-1979 ORIGINAL 2023 Regular Session HOUSE RESOLUTION NO. 209 BY REPRESENTATIVE TURNER HEALTH SERVICES: Requests the Louisiana Department of Health to form a group to study the uncompensated work of support coordination agencies in this state 1 A RESOLUTION 2To urge and request the Louisiana Department of Health to form a group to study the 3 uncompensated work of support coordination agencies in this state. 4 WHEREAS, support coordination agencies (SCAs) are organizations that provide 5care planning and case management to coordinate the services for home- and community- 6based service participants; and 7 WHEREAS, SCAs serve individuals who receive services through the Office for 8Citizens with Developmental Disabilities (OCDD) and the Office of Aging and Adult 9Services (OAAS); and 10 WHEREAS, the individuals who receive such services are also Medicaid eligible; 11and 12 WHEREAS, SCAs play a critical role in assisting individuals to access home- and 13community-based services between the time of linkage of a participant to an SCA via 14Statistical Resources Inc (SRI) and the time of certification of eligibility to begin services; 15and 16 WHEREAS, such agencies complete the person-centered planning process, which 17involves coordination with the family and natural supports for the waiver participant; and 18 WHEREAS, additionally, SCAs must provide trained staff from the linkage to assist 19with the medical and financial certification process, housing, transition activities, and 20collaboration with all medical and behavioral health team members to identify the services 21needed within the respective communities; and Page 1 of 3 HLS 23RS-1979 ORIGINAL HR NO. 209 1 WHEREAS, the process to certify a participant for services is time, labor, and 2resource-intensive, and SCAs are not currently fully reimbursed for such work; and 3 WHEREAS, payment to an SCA begins at the time of certification rather than the 4time of linkage; and 5 WHEREAS, there is a significant loss in revenues associated with the 6uncompensated work of SCAs, which also requires agencies to carry larger than optimal case 7loads; and 8 WHEREAS, it is the duty of the legislature to ensure the efficiency of such 9programs and to resolve such costly and labor-intensive issues. 10 THEREFORE, BE IT RESOLVED that the House of Representatives of the 11Legislature of Louisiana does hereby urge and request the Louisiana Department of Health 12to form a group to study the uncompensated work of support coordination agencies in this 13state. 14 BE IT FURTHER RESOLVED that the group shall study the methods used by other 15states as it relates to linkage and the certification process. 16 BE IT FURTHER RESOLVED that the study shall consider all of the following: 17 (1) The reimbursement of SCAs for their work beginning at the point of linkage 18from a local governing authority. 19 (2) The reassignment of all pre-certification work to local governing authorities. 20 (3) The possibility of not linking participants to an SCA until they are deemed 21Medicaid eligible. 22 BE IT FURTHER RESOLVED that this working group shall include the following 23individuals: 24 (1) A representative from the Office for Citizens with Developmental Disabilities. 25 (2) A representative from the Office of Aging and Adult Services. 26 (3) A representative from the Louisiana Medicaid Program. 27 (4) A representative from a local governing entity who has experience working with 28support coordination agencies. 29 (5) The executive director of the Community Provider Association or his designee. Page 2 of 3 HLS 23RS-1979 ORIGINAL HR NO. 209 1 (6) A designated worker representative who is a currently employed by a support 2coordination agency. 3 BE IT FURTHER RESOLVED that on or before February 1, 2024, the study group 4shall submit to the House Committee on Health and Welfare and the David R. Poynter 5Legislative Research Library a written report of its findings and recommendations. 6 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 7secretary of the Louisiana Department of Health, the designated representative from a local 8governing entity who has experience working with support coordination agencies, the 9executive director of the Community Provider Association, and the designated worker 10representative who is a currently employed by a support coordination agency.
