HLS 23RS-3935 ORIGINAL 2023 Regular Session HOUSE RESOLUTION NO. 266 BY REPRESENTATIVES DAVIS AND MAGEE MUSIC: Creates a subcommittee of the House of Representatives to study the makeup of the state's current music industry ecosystem and economic impact on the state 1 A RESOLUTION 2To create a subcommittee to be comprised of members of the House Committee on 3 Commerce to study the makeup of the current music industry ecosystem of this state 4 and the impact on the state's economy and to make recommendations for policy and 5 legislative changes on or before November 15, 2024, that will incentivize the 6 development of an indigenous self-supporting industry. 7 WHEREAS, music is one of Louisiana's greatest resources; and 8 WHEREAS, Louisiana is the birthplace of many of the world's unique musical styles, 9such as jazz, blues, zydeco, swamp pop, rock and roll, gospel, country, bounce, rhythm and 10blues, and Cajun music; and 11 WHEREAS, the music industry in this state is an economic driver contributing one 12billion, two hundred million dollars to the state's gross domestic product and employs over 13thirty thousand Louisiana residents; and 14 WHEREAS, the music industry in this state has not been fully recognized as a true 15industry akin to the food, tourism, agriculture, and manufacturing of this state; and 16 WHEREAS, tourism is one of the largest industries in this state and music is 17regarded as one of the primary tourist attractions; and 18 WHEREAS, this state has numerous post-secondary education institutions devoted 19to educating future music creators and music industry professionals; and Page 1 of 2 HLS 23RS-3935 ORIGINAL HR NO. 266 1 WHEREAS, it is vital for current and future music creators and for the economy of 2this state to incentivize growth in the music industry support system of this state, within 3which music industry careers are developed; and 4 THEREFORE, BE IT RESOLVED that the House of Representatives of the 5Legislature of Louisiana does hereby establish and provide for a subcommittee of the House 6Committee on Commerce to review the state's incentive laws for music and live performance 7industries, to study the makeup of the state's current music industry ecosystem and the 8impact on the state's economy, and to make recommendations for policy and legislative 9changes on or before November 15, 2024, that will incentivize the development of an 10indigenous self-supporting industry. 11 BE IT FURTHER RESOLVED that the chairperson of the House Committee on 12Commerce or his designee shall serve as chairperson of the subcommittee at its initial 13meeting to be held before September 15, 2023, and that the subcommittee will host a 14minimum of five meetings. 15 BE IT FURTHER RESOLVED that the committee shall hold public hearings to 16receive testimony from any interested party and shall specifically solicit advice and guidance 17from music industry professionals. 18 BE IT FURTHER RESOLVED that on or before February 1, 2025, the subcommittee 19established by this Resolution shall submit to the House of Representatives a written report 20of its findings and recommendations. 21 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 22secretary of the Department of Economic Development.
