HOUSE RESOLUTION NO. 6
BY REPRESENTATIVE MCFARLAND
SPECIAL DAY/WEEK/MONTH:  Designates Thursday, April 13, 2023, as 4-H Day at the
state capitol and commends the state 4-H officers
1	A RESOLUTION
2To designate April 13, 2023, as 4-H Day at the state capitol and to commend the state 4-H
3 officers.
4 WHEREAS, 4-H is the largest youth development organization, empowering more
5than six million young people throughout the United States of America; and
6 WHEREAS, through America's land-grant universities, 4-H reaches every corner of
7the United States, from urban neighborhoods to suburban schoolyards to rural farming
8communities; and
9 WHEREAS, 4-H represents head, heart, hands, and health as core values of all
10members, ages eight to eighteen, and works to develop each through engaging programs; and
11 WHEREAS, the Louisiana office of 4-H is the premier youth development program
12of the Louisiana State University AgCenter Cooperative Extension System and includes
13clubs, camps, and after-school programs that help members become responsible citizens
14leading healthy and productive lives; and
15 WHEREAS, with a network of more than six million that includes more than five
16hundred thousand volunteers, more than three thousand professionals, and more than
17twenty-five million alumni, 4-H helps to shape our country's youth in ways that no other
18youth organization does; it empowers all members to reach their full potential, working and
19learning in partnership with caring adults and growing together as catalysts for positive
20change; and

1 WHEREAS, 4-H boys and girls are four times more likely to contribute to their
2communities, including economic achievement and civic engagement; and
3 WHEREAS, the 4-H program is enhanced by leading corporations, foundations, and
4organizations whose support allows the development of cutting edge models for young
5people to learn real-world skills that better prepare them for the challenges of today and
6tomorrow; and
7 WHEREAS, the national 4-H social networks and social media communities are
8managed by the National 4-H Council and help to further first-of-its-kind research projects
9to reveal how young people benefit from life-changing experiences; and
10 WHEREAS, the House of Representatives of the Legislature of Louisiana also
11recognizes and commends the 2022-2023 state 4-H officers as follows:  Morgan Meaux,
12president; Zachary Cryer, vice president; Joy So, secretary; Hrilina Rahks, historian/reporter;
13and Ava Richardson, parliamentarian; and
14 WHEREAS, each officer works with the entire membership to improve their heads
15for managing clearer thinking, their hearts for caring and greater loyalty, their hands for
16giving and enlarging service, and their health for better living, all done for their club, their
17community, their country, and their world.
18 THEREFORE, BE IT RESOLVED that the House of Representatives of the
19Legislature of Louisiana does hereby designate April 13, 2023, as 4-H Day at the state
20capitol and does hereby commend the state 4-H officers.
21 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
22state 4-H president, Morgan Meaux.
