HOUSE RESOLUTION NO. 65
BY REPRESENTATIVE ORGERON
SPECIAL DAY/WEEK/MONTH:  Recognizes April 24, 2023 as Coastal Day at the state
capitol
1	A RESOLUTION
2To designate Monday, April 24, 2023, as Coastal Day at the state capitol.
3 WHEREAS, with a population of more than two million people, coastal Louisiana
4is home to a rich diversity of people, communities, and cultural traditions; and
5 WHEREAS, coastal Louisiana is also home to a variety of industries, ecosystems,
6and natural resources which feed and nourish its people and the nation's economy; and
7 WHEREAS, Louisianans have a deep and abiding love for their coast, and their rich
8cultural heritage is closely connected to the land and water; and
9 WHEREAS, Louisiana is home to thirty percent of the nation's wetlands and ninety
10percent of its wetlands loss; and
11 WHEREAS, Louisiana has lost over two thousand square miles of land since the
121930's, as a result of both natural and manmade changes to the environment; and
13 WHEREAS, Louisiana plays a vital role in the economic infrastructure of America,
14with her ports carrying twenty percent of all United States waterborne commerce, providing
15twenty-six percent, by weight, of commercial fisheries landings, and supplying eighteen
16percent of our nation's oil; and
17 WHEREAS, the coast's intrinsic value, as a working coast, home to millions of
18citizens, and natural habitats, makes it one of the nation's most unique and valuable
19landscapes; and

1 WHEREAS, Louisiana has invested over $21.4 billion in coastal protection and
2restoration projects since 2007, benefitting fifty-five thousand eight hundred seven acres of
3habitat, which accounts for more than eighty-seven square miles, three hundred sixty-nine
4miles of levee improvements, and over seventy-one miles of barrier islands and headlands;
5and
6 WHEREAS, the Louisiana Coastal Protection and Restoration Authority (CPRA),
7along with other state and local government officials, economic development organizations,
8energy companies, coastal scientists, engineering professionals, and environmental
9nonprofits around the state are working together to design, build, and operate large-scale
10restoration and risk reduction solutions aimed at preserving the state's history, culture,
11ecosystems, and natural resources that are threatened by ongoing land loss and flood risk;
12and
13 WHEREAS, Louisiana's coastal industry, driven by CPRA's Coastal Master and
14Annual Plans, will support over ten thousand jobs statewide and six hundred forty-one
15million dollars in labor income in Fiscal Year 2024; and
16 WHEREAS, the House of Representatives of the Legislature of Louisiana would like
17to recognize and commend all those who are working proactively toward a more sustainable
18and resilient coast.
19 THEREFORE, BE IT RESOLVED that the House of Representatives of the
20Legislature of Louisiana does hereby designate Monday, April 24, 2023, as Coastal Day in
21the state of Louisiana and does hereby recognize the importance of coastal restoration and
22protection in Louisiana and all those who contribute to this work.
23 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
24chairman of the Coastal Protection and Restoration Authority Board and executive director
25of the Coastal Protection and Restoration Authority.
