COMMENDATIONS:  Commends the Honorable Francis C. Thompson on his status as the
longest-serving member of the Legislature of Louisiana
1	A RESOLUTION
2To commend the Honorable Francis C. Thompson on his status as the longest-serving
3 member of the Legislature of Louisiana.
4 WHEREAS, the Honorable Francis C. Thompson was born in Delhi, Louisiana, on
5October 29, 1941; he graduated from Delhi High School in 1959 and earned bachelor and
6master of science degrees from Louisiana Tech University in Ruston, Louisiana; he then
7enrolled at the University of Louisiana at Monroe (ULM) where he completed a master's
8degree in education and a doctorate in secondary education; and
9 WHEREAS, prior to joining the legislature, Rep. Thompson worked as a classroom
10teacher, vice president of Delhi Manufacturing Corporation, owner of Richland Auto Supply,
11and assistant professor of education at ULM; he served as an elected member of the
12Richland Parish School Board and worked in Baton Rouge as a drug education coordinator
13for the Louisiana Department of Education under Superintendent Louis J. Michot; and

1 WHEREAS, Rep. Thompson joined the Legislature of Louisiana after winning a
2special election to fill a vacated House seat in 1975; later that same year, he won a full term
3in the seat, which eventually became the single-member District No. 19; and
4 WHEREAS, Rep. Thompson represented District No. 19 in the Louisiana House of
5Representatives with honor from 1975 until 2008; during this time, he served as chairman
6of the House Committee on Agriculture, Forestry, Aquaculture, and Rural Development, the
7House Special Committee on Homeland Security, and the Legislative Audit Advisory
8Council; he also served, most notably, as a member of the House Committee on
9Appropriations, the House Committee on Health and Welfare, and the Joint Legislative
10Committee on the Budget; and
11 WHEREAS, after thirty-three years serving House District No. 19, Rep. Thompson
12won election to the Louisiana Senate representing District No. 34; he served as a state
13senator from 2008 until 2020, garnering committee assignments including chairman of the
14Senate Committee on Agriculture, Forestry, Aquaculture, and Rural Development, and as
15a member of the Senate Committee on Commerce, Consumer Protection, and International
16Affairs, the Senate Committee on Finance, the Senate Committee on Labor and Industrial
17Relations, the Senate Select Committee on Homeland Security, and the Joint Legislative
18Committee on the Budget; and
19 WHEREAS, Rep. Thompson rejoined the House of Representatives representing
20District No. 19 in 2020; he currently serves as vice chair of the House Committee on
21Appropriations, and he served as vice chair of the House Committee on Agriculture,
22Forestry, Aquaculture, and Rural Development from 2020 until November 2021; he
23continues to serve as a member of the House Committee on Agriculture, Forestry,
24Aquaculture, and Rural Development; and 
25 WHEREAS, Representative Francis C. Thompson has dedicated forty-eight years
26of sincere and honest service to his constituents in the parishes of Concordia, East Carroll,
27Madison, Morehouse, Ouachita, Richland, Tensas, and West Carroll and to the citizens of
28the state of Louisiana as a state legislator; he is the truest representation of a public servant,
29and he is most deserving of the highest recognition for his unprecedented tenure as a
30member of the Legislature of Louisiana.

1 THEREFORE, BE IT RESOLVED that the House of Representatives of the
2Legislature of Louisiana does hereby commend the Honorable Francis C. Thompson on his
3status as the longest-serving member of the Legislature of Louisiana and does hereby further
4recognize Representative Thompson for serving our state with dignity, pride, honesty, and
5respect throughout his legislative tenure.
6 BE IT FURTHER RESOLVED that the House of Representatives of the Legislature
7of Louisiana does hereby express enduring gratitude to Representative Thompson for his
8service to the citizens of Louisiana, as evidenced by his superlative achievements as a
9member of the Legislature of Louisiana; does hereby pay tribute to him for the effective way
10in which he has dedicated his intelligence and his energy to the service of his family, friends,
11and state; and does hereby extend to him the best wishes of all his colleagues as he continues
12to serve with honor as a distinguished member of this esteemed body.
