HLS 23RS-1487 ORIGINAL 2023 Regular Session HOUSE RESOLUTION NO. 92 BY REPRESENTATIVE GLOVER CONDOLENCES: Expresses condolences on the death of Wellborn Jack, Jr. 1 A RESOLUTION 2To express the condolences of the House of Representatives upon the death of Wellborn 3 Jack, Jr. 4 WHEREAS, it is with immense sadness and profound regret that the House of 5Representatives has learned of the passing, on April 4, 2023, of Wellborn Jack, Jr.; and 6 WHEREAS, Wellborn Jack, Jr., was born on July 23, 1936, in Shreveport, Louisiana; 7he attended Barrett Elementary and Broadmoor Junior High and graduated from C.E. Byrd 8High School; and 9 WHEREAS, Mr. Jack went on to graduate from Louisiana State University (LSU) 10and then the LSU Law Center; while in law school, he served as the editor-in-chief of the 11Law Review; and 12 WHEREAS, after completing his education, Mr. Jack returned to Shreveport and 13began practicing law with his father, Welborn Jack, Sr., who served in the Louisiana House 14of Representatives from 1940 to 1964; Welborne Jack, Jr., possessed a truly brilliant mind 15and possessed a genuine passion for the study and practice of law; he will also be 16remembered for having an unparalleled commitment to his clients; and 17 WHEREAS, Mr. Jack forged a career as a lawyer and was included in "The Best 18Trial Lawyers of America" collection; he served as a trial lawyer for more than five decades 19hearing countless numbers of cases; he was the first lawyer in the country to obtain a "not 20guilty by reason of insanity" verdict in a case involving a violent crime after he successfully 21argued that his client, who served in the Vietnam War, suffered from post-traumatic stress Page 1 of 2 HLS 23RS-1487 ORIGINAL HR NO. 92 1disorder, which motivated his violent actions; he also defended a member of Earth First in 2an environmental conspiracy case in Arizona; and 3 WHEREAS, Mr. Jack was also a lifelong environmentalist; he played a pivotal role 4in the creation of the Caney Creek Wilderness Area in Arkansas; he co-founded the 5Kisatchie Chapter of the Ozark Society and was named "Conservationist of the Year"; he 6was also a member of the Army National Guard Reserves; and 7 WHEREAS, Wellborn Jack, Jr., leaves to cherish his memory his loving wife, 8Catherine; children, Wellborn Jack, III, and his wife Mary, Patrick Jack, Wayne Ashley, and 9his wife Suzi, Ransom Ashley, and his wife Terri, Andrea Swenson, and her husband Alan, 10and Angela Butler, and her husband Rick; sister, Patricia Jack Morgan; grandchildren, Will 11Jack, Spencer Jack, Sara Jack, Richard Ashley, Tiffany Olson, Ashley Crawford, Laura 12Moore, Jeremy Sitter, Ransom C. Ashley, and Cole Ashley; and ten great-grandchildren; he 13will be deeply missed but certainly never forgotten. 14 THEREFORE, BE IT RESOLVED that the House of Representatives of the 15Legislature of Louisiana does hereby express heartfelt condolences on the death of Wellborn 16Jack, Jr., and does hereby extend sincerest wishes that his family, friends, and loved ones 17find comfort in their shared memories of his life.
