SUMMARY OF HOUSE AMENDMENTS TO THE SENATE BILL
1. Provides for clarifying language relative to the use of design-build method
of delivery for airport air traffic control towers and hangars.
2. Provides for qualifications and requirements for design-builders and
proposals.

Proposed law provides for airports to use the design-build method of delivery for air traffic
control towers and hangars.
Proposed law defines and provides requirements for design-builders.
Proposed law provides requirements that must be completed prior to submittal of a proposal
on a design-build project.
Proposed law requires all engineering and surveying firms, architectural firms, and
contractors awarded a design-build contract be licensed by their respective licensing entities.
Proposed law provides for a two-stage selection process that utilizes a request for
qualifications and a request for technical proposals.
Proposed law specifies that the airport provide a request for qualifications package to design-
builders that submit a letter of interest.
Proposed law provides for the primary evaluation committee's evaluation of the responses
to the request for qualifications package received by the airport.
Proposed law provides for the requirements of the technical proposal to be identified to
design-builders by a "Scope of Services Package" and provides for what must be included
in the package.
Proposed law provides for a technical review committee's evaluation of design-build
proposals and for the composition requirements of the technical review committee.
Proposed law provides for design-builders who submitted bona fide proposals to challenge
the award and for the airport to consider such challenges.
Proposed law provides that awarded contract prices not be increased except for inflation or
for certain unknown conditions.
Proposed law provides that the provisions of proposed law supersede any conflicting
provisions in present law.
Effective August 1, 2023.
