SUMMARY OF HOUSE AMENDMENTS TO THE SENATE BILL
1. Clarify that loans a candidate makes to his own campaign may be repaid from any
campaign funds received subject to the campaign contribution limits in effect when
the debt was incurred.

Present law provides that any loans made by a candidate to his own campaign may be repaid
from campaign funds received in connection with an election in which the candidate
qualified for a public office.
Proposed law provides that notwithstanding any other provision of law any loans made by
a candidate to his own campaign may be repaid from any campaign contributions received,
subject to the campaign contribution limits in effect when the debt was incurred.
Effective August 1, 2023.
