FEES/LICENSES/PERMITS. Provides for "Crisis Lifeline dial 988" to be included on all
state-issued driver's license and personal identification cards and the home page of LA
Wallet. (gov sig)
1 AN ACT
2 To amend and reenact R.S. 32:410(A)(3)(c), R.S. 39:17.2(D), and to enact R.S. 40:1321(U),
3 relative to state driver's licenses and state photo identification cards; to provide for
4 added language to driver's license requirements; to make technical changes; and to
5 provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1. R.S. 32:410(A)(3)(c) is hereby amended and reenacted to read as follows:
8 §410. Form of license; photograph, signature of licensee, anatomical gift statement,
9 declaration of life-sustaining procedures, and additional information
10 on license

13 (c) Every license issued shall bear thereon include the words "DON'T
14 DRINK AND DRIVE; DON'T LITTER LOUISIANA" and "Crisis Lifeline dial
15 988".

17 Section 2. R.S. 39:17.2(D) is hereby amended and reenacted to read as follows:

1 §17.2. Digitized credentials; authorization; implementation; validity

3 D. The commissioner of administration shall promulgate rules and
4 regulations to implement the program and to develop the accessibility of any
5 digitized credential available for use in an electronic wallet. The commissioner
6 shall include the words "Crisis Lifeline dial 988" on the home page of any
7 application created for digitized credentials established pursuant to this
8 Subpart.

10 Section 3. R.S. 40:1321(U) is hereby enacted to read as follows:
11 §1321. State identification cards; Special special identification cards; issuance;
12 veteran designation; disabled veteran designation; university logo;
13 "I'm a Cajun" designation; needs accommodation designation; autism
14 spectrum disorder designation; fees; expiration and renewal;
15 exceptions; promulgation of rules; promotion of use; persons less
16 than twenty-one years of age; the Protect and Save our Children
17 Program; Selective Service Registration

19 U. Every state identification card issued by OMV shall include the
20 words "Crisis Lifeline dial 988".
21 Section 4. This Act shall become effective upon signature by the governor or, if not
22 signed by the governor, upon expiration of the time for bills to become law without signature
23 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
24 vetoed by the governor and subsequently approved by the legislature, this Act shall become
25 effective on the day following such approval.

Proposed law retains present law and adds "Crisis Lifeline dial 988".
Present law provides for digitized credentials. Proposed law retains present law and instructs
the commissioner to place "Crisis Lifeline dial 988" on the digital credential home page.
Present law provides for special identification cards such as veteran designation, disabled
veteran designation, or autism. Proposed law retains present law and adds "Crisis Lifeline
dial 988" to special identification cards.
Proposed law makes technical changes.
Effective upon signature of the governor or lapse of time for gubernatorial action.
