SENATE BILL NO. 57

LOCAL AGENCIES.  Provides for the board of commissioners for the East Baton Rouge
Parish Communications District. (gov sig)
1	AN ACT
2 To enact R.S. 33:9103(A)(1)(a)(6), relative to communications districts; to provide relative
3 to the board of commissioners of the East Baton Rouge Parish Communications
4 District; to provide for the membership and designation of members; and to provide
5 for related matters.
6	Notice of intention to introduce this Act has been published.
7 Be it enacted by the Legislature of Louisiana:
8 Section 1.  R.S. 33:9103(A)(1)(a)(6) is hereby enacted to read as follows:
9 ยง9103. Board of commissioners; membership; qualifications and terms; powers;
10	parish governing authority as district governing authority

13	(6) Notwithstanding any other provision of law to the contrary, the East
14 Baton Rouge Parish Communications District shall be governed by a board of
15 commissioners composed of the following seven members:
16	(a) The East Baton Rouge Parish sheriff or his designee.
17	(b) The police chief for the city of Baton Rouge police department or his

1 designee.
2	(c) The fire chief for the city of Baton Rouge fire department or his
3 designee.
4	(d) The director of the East Baton Rouge Parish Emergency Medical
5 Services or his designee.
6	(e) The mayor of the city of Baker or his designee.
7	(f) The mayor of the city of Zachary or his designee.
8	(g) The mayor of the city of Central or his designee.

10 Section 2.  This Act shall become effective upon signature by the governor or, if not
11 signed by the governor, upon expiration of the time for bills to become law without signature
12 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
13 vetoed by the governor and subsequently approved by the legislature, this Act shall become
14 effective on the day following such approval.

Present law provides that when any communications district is created wholly within a single
parish, the parish governing authority creating it may appoint a board of commissioners
composed of seven members to govern its affairs and shall fix the domicile of the board at
any point within the parish.
Proposed law makes an exception to present law and provides the East Baton Rouge Parish
Communications District shall be composed of the following seven members:
(1) The East Baton Rouge Parish sheriff or his designee.
(2) The police chief for the city of Baton Rouge police department or his designee.
(3) The fire chief for the city of Baton Rouge fire department or his designee.
(4) The director of the East Baton Rouge Parish Emergency Medical Services or
designee.
(5)The mayor of the city of Baker or his designee.
(6) The mayor of the city of Zachary or his designee.

(7) The mayor of the city of Central or his designee.
Effective upon signature of the governor or lapse of time for gubernatorial action.
