SENATE BILL NO. 57

LOCAL AGENCIES.  Provides for the board of commissioners for the East Baton Rouge
Parish Communications District. (gov sig)
1	AN ACT
2 To enact R.S. 33:9103(A)(1)(a)(6), relative to communications districts; to provide relative
3 to the board of commissioners of the East Baton Rouge Parish Communications
4 District; to provide for the membership and designation of members; and to provide
5 for related matters.
6	Notice of intention to introduce this Act has been published.
7 Be it enacted by the Legislature of Louisiana:
8 Section 1.  R.S. 33:9103(A)(1)(a)(6) is hereby enacted to read as follows:
9 ยง9103. Board of commissioners; membership; qualifications and terms; powers;
10	parish governing authority as district governing authority

13	(6) Notwithstanding any other provision of law to the contrary, any
14 member of he board of commissioners on the East Baton Rouge Parish
15 Communications District board may appoint a proxy in the event the member
16 cannot attend a meeting.

1 Section 2.  This Act shall become effective upon signature by the governor or, if not
2 signed by the governor, upon expiration of the time for bills to become law without signature
3 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
4 vetoed by the governor and subsequently approved by the legislature, this Act shall become
5 effective on the day following such approval.

Present law provides that when any communications district is created wholly within a single
parish, the parish governing authority creating it may appoint a board of commissioners
composed of seven members to govern its affairs and shall fix the domicile of the board at
any point within the parish.
Proposed law retains present law but provides that members of the East Baton Rouge Parish
Communications District board may appoint a proxy in the event a member of the board
cannot attend a meeting.
Effective upon signature of the governor or lapse of time for gubernatorial action.
