SENATE BILL NO. 59

PUBLIC LANDS.  Authorizes the sale of certain school property by the Natchitoches Parish
School Board and the Board of Elementary and Secondary Education. (gov sig)
1	AN ACT
2 To amend and reenact Section 1 and Section 2 of Act 139 of the 2011 Regular Session of the
3 Legislature, to provide for the transfer of certain local and state property; to
4 authorize the transfer of certain local and state property in Natchitoches Parish; to
5 provide for the property description; to provide for reservation of mineral rights; to
6 provide for terms and conditions; and to provide for related matters.
7	Notice of intention to introduce this Act has been published.
8 Be it enacted by the Legislature of Louisiana:
9 Section 1.  Sections 1 and 2 of Act 139 of the 2011 Regular Session of the
10 Legislature are hereby amended and reenacted to read as follows:

12	Section 1.  The Natchitoches Parish School Board and the State Board of
13 Elementary and Secondary Education, notwithstanding any other provision of law
14 to the contrary, are hereby authorized and empowered to convey, transfer, assign,
15 lease or deliver any interest, excluding mineral rights, the school board and the state
16 may have to all or any portion of the following described parcel of property to the
17 City of Natchitoches Parish Police Jury:

1	A certain tract of land situated and located in the City of
2	Natchitoches, Parish of Natchitoches, State of Louisiana, and
3	described as the Old Central Trade School Site located in Block C of
4	the Sibley-Pierson Addition to the City of Natchitoches, Louisiana.

6	Section 2.  The Natchitoches Parish School Board and the State Board of
7 Elementary and Secondary Education are hereby authorized to enter into such
8 agreements, covenants, conditions, and stipulations and to execute such documents
9 as necessary to properly effectuate any conveyance, transfer, assignment, lease or
10 delivery of title, excluding mineral rights, to the property described in Section 1, and
11 as more specifically described in any such agreements entered into and documents
12 executed by and between the Natchitoches Parish School Board and the State Board
13 of Elementary and Secondary Education and the City of Natchitoches Parish Police
14 Jury, in exchange of consideration proportionate to the appraised value of the
15 property.
16 Section 2.  This Act shall become effective upon signature by the governor or, if not
17 signed by the governor, upon expiration of the time for bills to become law without signature
18 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
19 vetoed by the governor and subsequently approved by the legislature, this Act shall become
20 effective on the day following such approval.

Elementary and Secondary Education to transfer certain local and state property to the
Natchitoches Parish Police Jury.
Proposed law changes the transferee of the property from the Natchitoches Parish Police
Jury to the City of Natchitoches.
Effective upon signature of governor or lapse of time for gubernatorial action.
