FISH/FISHING.  Provides for possession limits of certain species caught in saltwater areas
of the state. (gov sig)
1	AN ACT
2 To amend and reenact R.S. 56:325.1(A)(4), relative to recreational saltwater finfish; to
3 provide for possession limits for red snapper taken in saltwater areas of the state; to
4 provide certain terms, conditions, and requirements; and to provide for related
5 matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 56:325.1(A)(4) is hereby amended and reenacted to read as follows:
8 ยง325.1. Size and possession limits; recreational saltwater finfish; penalties
9	A.(1) *          *          *
10	(4) The possession limit for red drum, and spotted sea trout, and red snapper
11 taken south of U.S. Highway 90 shall be three times the daily take limit when the
12 fisherman holds and is in possession of a valid recreational fishing license and can
13 show a landing receipt from a public boat launch located south of U.S. Highway 90
14 that demonstrates to the satisfaction of the department that the fisherman has been
15 actively on the water or at a remote camp that can be accessed only by water for two
16 days or more. The fish shall be kept whole or whole gutted in separate bags for each
17 species of fish. The bags shall be marked with the date the fish were taken, the

1 species, the number of fish contained in the bag, and the name and license number
2 of the person taking the fish. The fish shall only be in the possession of the person
3 who took the fish. However, no fisherman shall be actively fishing or engaged in
4 fishing while in possession of more than the daily take limit.

6 Section 2.  This Act shall become effective upon signature by the governor or, if not
7 signed by the governor, upon expiration of the time for bills to become law without signature
8 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
9 vetoed by the governor and subsequently approved by the legislature, this Act shall become
10 effective on the day following such approval.

Present law authorizes the possession limit of three times the daily take limit for red drum
and spotted sea trout taken south of U.S. Hwy. 90 under certain conditions.
Present law provides that the person in possession of the fish must hold and be in possession
of a valid recreational fishing license and must show a landing receipt from a public boat
launch that demonstrates that the person was actively on the water or at a remote camp only
accessible by water for two or more days.
Present law provides the fish must be kept whole or gutted and in separate bags for each
species of fish, and requires the bags be marked with the date the fish were taken, the
species, the number of fish contained in the bag, and the name and license number of the
person who took the fish.
Present law provides that the fish must be in the possession of the person who took the fish
and that no fisherman be actively fishing while in possession of more than the daily take
limit.
Proposed law retains present law and adds red snapper to the possession limit.
Effective upon signature of the governor or lapse of time for gubernatorial action.
