SCR 19 Engrossed 2023 Regular Session	Talbot
Proposed law creates the Task Force on Available and Affordable Commercial Motor
Vehicle Insurance to study, review, and report on the following:
(1)Impediments to obtaining affordable commercial motor vehicle insurance in
Louisiana.
(2)Approaches taken by other states to reduce commercial motor vehicle insurance
premiums.
(3)Economic impact of commercial motor vehicle insurance affordability on state
revenue.
(4)The structure and regulation of the commercial motor vehicle companies and drivers
in this state.
(5)The safety records of commercial motor vehicle drivers in this state.
(6)The qualifications of commercial motor vehicle drivers in this state, including but
not limited to the ability to take verbal tests.
Proposed law provides for the members and officers of the task force, the areas of study and
review, and requirements with respect to meetings and compensation.
Proposed law requires the task force to submit its report by March 1, 2024.

Committee Amendments Proposed by Senate Committee on Insurance to the original
bill
1. Makes technical changes.
2. Requests the task force to study and report on additional issues regarding
commercial motor vehicles in this state.
3. Adds members to the task force.
Summary of Amendments Adopted by House
The Committee Amendments Proposed by House Committee on Insurance to the
engrossed bill:
1. Add to the task force the executive director of the La. Coalition for Common
Sense and a representative of the La. Loggers Association.
2. Require transmission of the resolution to the La. Coalition for Common Sense
and the La. Loggers Association.
3. Make technical changes.
