Commends the Federation of Greater Baton Rouge Civic Associations for fifty years of community service. 1 A CONCURRENT RESOL UTION 2 To commend the Federation of Greater Baton Rouge Civic Associations for fifty years of 3 community service. 4 WHEREAS, the Federation of Greater Baton Rouge Civic Associations (FGBRCA) 5 is a 501(c)(3) nonprofit corporation governed by an all-volunteer board created on 6 November 1, 1973, to give homeowners a greater voice in government matters affecting 7 their properties; and 8 WHEREAS, the FGBRCA is one of a handful of umbrella organizations in the 9 United States and grew from a humble beginning of 24 associations to now more than 100 10 homeowner, civic, townhome, and condo associations, and represents the influential voice 11 of more than 67,000 people; and 12 WHEREAS, for fifty years, the FGBRCA has had the vision to improve quality of 13 life, enhance property values for homeowners, and preserve the character and integrity of 14 residential neighborhoods in East Baton Rouge Parish; and 15 WHEREAS, guided by their motto, "Neighbors Helping Neighbors", the FGBRCA 16 has made it their mission to educate member associations on matters of mutual interest or 17 issues impacting their special circumstances and to participate with and represent their 18 members in municipal planning and other parish improvement initiatives; and Page 1 of 3 SCR NO. 24 SLS 23RS-656 ORIGINAL 1 WHEREAS, representing tens of thousands of homeowners in East Baton Rouge 2 Parish, the FGBRCA believes that having informed citizen involvement in local government 3 fosters a government that is more responsive to the general welfare of its constituents; and 4 WHEREAS, input into governmental entities continues to allow the FGBRCA to be 5 a voice of its members by participating in MoveBR, a massive traffic infrastructure project; 6 in the creation of the ordinance governing erection of 5G small cell towers; in the creation 7 of short-term rental regulations; with the city engineering contractors on the Stormwater 8 Master Plan to formulate a position statement on continued real estate development in the 9 flood plain and recommend certain moratoriums on further development to the 10 MetroCouncil; as a liaison between the Planning and Zoning Commission and association 11 members in matters concerning impact to quality of life and property values in the complex 12 relationship between zoning regulations, real estate development, and homeowners' rights; 13 and 14 WHEREAS, the FGBRCA makes a statewide impact by taking proactive stances 15 representing homeowners on proposed legislative bills with the potential to negatively 16 impact residential property owners; and 17 WHEREAS, in 2001, FGBRCA members raised funds to support televising the 18 Planning and Zoning Commission meetings on the public service television channel and to 19 facilitate more transparency in the development and zoning processes; and 20 WHEREAS, the FGBRCA also provides support by improving the ability of 21 homeowner, civic, and condo associations to effectively govern through its educational 22 programming and by supporting the City-Parish's short-term initiatives through active 23 participation in various advisory and study groups regarding Baton Rouge's charter and the 24 Plan of Government, and its comprehensive land use plans such as Horizon Plan and Future 25 BR; and 26 WHEREAS, the FGBRCA provides networking opportunities to further the exchange 27 of ideas, opinions, and information to association members via integrative meetings to assist 28 them in seeking solutions to common issues and connecting them to the proper resources for 29 problem resolution; and 30 WHEREAS, the FGBRCA conducts additional educational opportunities and Page 2 of 3 SCR NO. 24 SLS 23RS-656 ORIGINAL 1 programs for members on topics ranging from drainage and flooding to hosting city 2 department leaders or personnel to present new City-Parish initiatives and programs or 3 hosting question and answer forums and debates on community issues. 4 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 5 commend the Federation of Greater Baton Rouge Civic Associations for fifty years of 6 community service. 7 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 8 FGBRCA Board President, Ed Lagucki.
