SENATE CONCURRENT RESOL UTION NO. 58
BY SENATOR LUNEAU 
HEALTH CARE.  To urge and request the Louisiana State Board of Medical Examiners, the
Louisiana State Board of Dentistry, and the Louisiana State Board of Nursing to verify and
provide public access to collaborative practice agreements.
1	A CONCURRENT RESOL UTION
2 To urge and request the Louisiana State Board of Medical Examiners, the Louisiana State
3 Board of Dentistry, and the Louisiana State Board of Nursing to verify and provide
4 public access to collaborative practice agreements between nurse practitioners,
5 physicians, and dentists, and to continue striving for ways to promote better health
6 outcomes for Louisiana residents through their respective healthcare fields.
7 WHEREAS, collaborative practice is the joint management of the health care of
8 patients by two or more licensed healthcare professionals; and
9 WHEREAS, a collaborative practice agreement is the formal written statement
10 addressing the parameters of the collaborative practice which are mutually agreed upon by 
11 the collaborating healthcare professionals; and
12 WHEREAS, Louisiana law generally requires an advanced practice registered nurse
13 to enter into a collaborative practice with one or more consulting physicians or dentists; and
14 WHEREAS, an important aspect of patient-centered care is allowing the patient to
15 participate in making decisions about their own care and treatment; and
16 WHEREAS, transparency is essential in promoting patient-centric healthcare
17 decisions; and
18 WHEREAS, transparency requires that patients have the opportunity to become fully

1 informed regarding the members of their healthcare team and their respective roles and
2 functions; and
3 WHEREAS, transparency in health care promotes better quality and consistency of
4 care at multiple levels in the healthcare system; and
5 WHEREAS, transparency can also greatly improve the trust and overall relationships
6 patients have with providers and ultimately promote better outcomes and satisfaction; and
7 WHEREAS, efficient delivery of health care is necessary for the health, safety, and
8 welfare of all residents of the state of Louisiana, yet many Louisiana residents have limited
9 access to needed health care or have limited healthcare choices; and
10 WHEREAS, state healthcare professional licensing boards play a crucial role in
11 promoting patient safety and are in a unique position to promote best practices for increasing
12 access to healthcare and improving patient outcomes.
13 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
14 urge and request the Louisiana State Board of Medical Examiners, the Louisiana State Board
15 of Dentistry, and the Louisiana State Board of Nursing to verify and provide public access
16 to collaborative practice agreements between nurse practitioners, physicians, and dentists,
17 and to continue striving for ways to promote better health outcomes for Louisiana residents
18 through their respective healthcare fields.
19 BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby urge
20 and request the Louisiana State Board of Medical Examiners, the Louisiana State Board of
21 Dentistry, and the Louisiana State Board of Nursing to coordinate with each other and share
22 copies of executed collaborative practice agreements to facilitate verification.
23 BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby urge
24 and request the Louisiana State Board of Medical Examiners, the Louisiana State Board of
25 Dentistry, and the Louisiana State Board of Nursing to make information regarding the
26 collaborative practice agreements publically accessible to patients, including but not limited
27 to the name of the participating providers, their license numbers, the participating advance
28 practice registered nurse's role and population focus, and any specialty practice areas of a
29 participating physician or dentist.
30 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the

1 Louisiana State Board of Medical Examiners, the Louisiana State Board of Dentistry, and
2 the Louisiana State Board of Nursing.
