SLS 23RS-3008 ORIGINAL 2023 Regular Session SENATE CONCURRENT RESOL UTION NO. 66 BY SENATOR FIELDS BESE. Urges and requests BESE to recognize and include increased per pupil funding as part of the base per-pupil funding for the 2024-2025 MFP. 1 A CONCURRENT RESOL UTION 2 To urge and request the State Board of Elementary and Secondary Education to recognize 3 and include increased funding, as provided in House Bill No. 1 of the 2023 Regular 4 Session, when developing and adopting a minimum foundation program formula for 5 the 2024-2025 Fiscal Year and in future years. 6 WHEREAS, Article VIII, Section 13(B) of the Constitution of Louisiana requires the 7 State Board of Elementary and Secondary Education (BESE) to develop and adopt, annually, 8 a formula which is to be used to determine the cost of a minimum foundation program 9 (MFP) of education in all public elementary and secondary schools; and 10 WHEREAS, on March 8, 2023, BESE adopted such a formula to determine the cost 11 and allocation of funds for the 2023-2024 Fiscal Year, and on March 15, 2023, submitted 12 it to the legislature; and 13 WHEREAS, an instrument providing for legislative approval of the formula was 14 introduced for consideration, Senate Concurrent Resolution No. 2; and 15 WHEREAS, the proposed formula includes, among other components, provisions 16 for increased funding for pay raises and associated retirement costs, funding for 17 differentiated compensation, funding for an apprenticeship program, and funding for Ecole 18 Pointe au Chien; and Page 1 of 2 SCR NO. 66 SLS 23RS-3008 ORIGINAL 1 WHEREAS, the formula includes an across-the-board two-thousand dollar pay raise 2 plus the current year applicable retirement contributions for certified personnel; and 3 WHEREAS, the formula includes an across-the-board one-thousand dollar pay raise 4 plus the current year applicable retirement contributions for non-certified personnel; and 5 WHEREAS, in order to provide for funding these components of the formula in an 6 amount determined by the legislature, the legislature intends to amend House Bill No. 1 of 7 the 2023 Regular Session in order to provide for this funding outside of the formula by 8 directing the state Department of Education to allocate such funds in the same manner in 9 which they would have been allocated pursuant to the MFP formula; and 10 WHEREAS, it is the intent of the legislature that this increase in funding, although 11 provided for outside of the MFP formula for the 2023-2024 Fiscal Year, be recognized and 12 included by the BESE in future years. 13 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 14 urge and request the State Board of Elementary and Secondary Education to recognize and 15 include provisions for increased funding to provide the two-thousand dollar pay raise for 16 certified personnel and the one-thousand dollar pay raise for non-certified personnel, along 17 with related employer retirement contributions, as provided in House Bill No. 1 of the 2023 18 Regular Session of the Legislature, when developing and adopting a minimum foundation 19 program formula for the 2024-2025 Fiscal Year and in future years. 20 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 21 president of the State Board of Elementary and Secondary Education, state superintendent 22 of education, commissioner of administration, and governor.
