Requests the secretary of state to study the feasibility of creating and maintaining a central electronic repository on the secretary of state's website for permitting and licensing information, which is required to be published by certain state entities pursuant to R.S. 37:23.2 and R.S. 49:1308. 1 A RESOLUTION 2 To urge and request the secretary of state to study the feasibility of creating and maintaining 3 a central electronic repository on the secretary of state's website for permitting and 4 licensing information, which is required to be published by state entities pursuant to 5 R.S. 37:23.2 and R.S. 49:1308. 6 WHEREAS, the path to starting a business involves extensive planning and 7 completion of certain requirements prior to legally operating; and 8 WHEREAS, navigating the various requirements, including obtaining necessary 9 permits and licenses, to operate businesses can be an intimidating, overwhelming, and a 10 costly process for entrepreneurs; and 11 WHEREAS, entrepreneurs, especially those in rural areas, minorities, females, and 12 veterans with less resources face a disproportionate burden identifying and applying for the 13 permits and licenses required to legitimately operate their businesses; and 14 WHEREAS, since most entrepreneurs register their businesses with the secretary of 15 state's office, publishing the permitting and licensing requirements of state entities, including 16 boards and commissions, on the secretary of state's website in an easily accessible format 17 will assist entrepreneurs navigating Louisiana's regulatory requirements; and 18 WHEREAS, having a centralized portal or electronic repository tying together Page 1 of 2 SR NO. 165 SLS 23RS-2234 ORIGINAL 1 permitting and licensing information from state entities that entrepreneurs can access while 2 registering their business will streamline the business development process, lessen the 3 burden identifying and applying for permits and licenses, and help improve business 4 outcomes; and 5 WHEREAS, the Senate of the Legislature of Louisiana realizes the need to 6 streamline business processes to create a vibrant small business sector and believes this 7 study is in furtherance of the legislative findings promulgated in the Louisiana Small 8 Business Protection Act, pursuant to R.S. 49:974.1 et seq. 9 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana 10 does hereby urge and request the secretary of state to study the feasibility of creating and 11 maintaining a central electronic repository of statewide permitting and licensing information, 12 which is required to be published by state entities pursuant to R.S. 37:23.2 and R.S. 49:1308. 13 BE IT FURTHER RESOLVED that each state entity that issues licenses and permits 14 provide the secretary of state with the link to its website, information pertaining to each 15 entity within the state entity's hierarchy that oversees each permit and license, and other 16 information necessary to study the feasibility of creating and maintaining a centralized portal 17 or electronic repository.
