SENATE RESOLUTION NO. 166
BY SENATOR CLOUD 
JUVENILE JUSTICE.  Requests the office of juvenile justice in the Department of Public
Safety and Corrections to submit quarterly reports to the Senate regarding the progress and
implementation of the tiered juvenile justice system established by Act No. 693 of the 2022
Regular Session of the Louisiana Legislature.
1	A RESOLUTION
2 To urge and request the office of juvenile justice in the Department of Public Safety and
3 Corrections to submit quarterly written reports to the Senate Committee on Finance,
4 the Senate Committee on Judiciary B, and the Select Committee on Women and
5 Children regarding the progress and implementation of the tiered system of secure
6 juvenile facilities in Louisiana established by Act No. 693 of the 2022 Regular
7 Session of the Louisiana Legislature.
8 WHEREAS, Act No. 693 of the 2022 Regular Session of the Louisiana Legislature
9 established a tiered system of secure juvenile facilities in Louisiana; and 
10 WHEREAS, the Act became effective on August 1, 2022; and
11 WHEREAS, Act No. 693 directed the deputy secretary for youth services to adopt
12 rules to develop and implement a tiered system of secure juvenile facilities in the state for
13 the placement of children in the custody of the office of juvenile justice; and 
14 WHEREAS, the tiered system shall be developed and implemented for the placement
15 of low risk, medium risk, and high risk children; and
16 WHEREAS, the rules were to be adopted no later than January 1, 2023, in
17 accordance with the Administrative Procedure Act; and
18 WHEREAS, the citizens of Louisiana have great interest in learning about the

1 treatment and rehabilitation of children in the custody of the office of juvenile justice; and
2 WHEREAS, the Senate Committee on Finance, the Senate Committee on Judiciary
3 B, and the Select Committee on Women and Children are the appropriate committees to
4 review the implementation and progress of the tiered system of secure juvenile facilities in
5 the state. 
6 THEREFORE, BE IT RESOLVED the Senate of the Legislature of Louisiana
7 requests the office of juvenile justice in the Department of Public Safety and Corrections to
8 submit quarterly written reports, with the first report being submitted not later than October
9 1, 2023, to the Senate Committee on Finance, the Senate Committee on Judiciary B, and the
10 Select Committee on Women and Children regarding the progress and implementation of
11 the tiered system of secure juvenile facilities in Louisiana established by Act No. 693 of the
12 2022 Regular Session of the Louisiana Legislature.
13 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
14 deputy secretary of the office of juvenile justice, Otha "Curtis" Nelson Jr.
