SPECIAL DAY/WEEK/MONTH. Recognizes Tuesday, April 25, 2023, as Kappa Alpha
Psi Fraternity, Incorporated, Day at the state capitol
1 A RESOLUTION
2 To recognize Tuesday, April 25, 2023, as Kappa Alpha Psi Fraternity, Incorporated, Day at
3 the state capitol.
4 WHEREAS, Kappa Alpha Psi Fraternity, Incorporated, is celebrating eighty-seven
5 years of achievement in the Southwestern Province; and
6 WHEREAS, the Southwestern Province has fashioned four Grand Polemarchs:
7 Richard B. Millspaugh, the seventeenth Grand Polemarch; Elbert E. Allen, the twenty-first
8 Grand Polemarch; Dwayne M. Murray, Esq., the thirty-first Grand Polemarch; and William
9 "Randy" Bates Jr., the thirty-second Grand Polemarch; and
10 WHEREAS, Kappa Alpha Psi Fraternity, Incorporated, is comprised of
11 undergraduate and alumni chapters on major college campuses and in cities throughout the
12 country; and
13 WHEREAS, the fraternity was established on January 5, 1911, on the campus of
14 Indiana University at Bloomington, Indiana, and its establishment effectively planted the
15 seed of a fraternal tree whose fruit is now available to college men everywhere, regardless
16 of color, religion, or national origin; and
17 WHEREAS, the constitution of Kappa Alpha Psi Fraternity, Incorporated, is
18 dedicated to the principles of achievement and democratic governance; and

1 WHEREAS, Kappa Alpha Psi Fraternity was originally chartered and incorporated
2 as Kappa Alpha Nu on May 15, 1911, and the name was changed to Kappa Alpha Psi by a
3 resolution offered and adopted at the Grand Chapter Meeting in December 1914, which
4 became effective April 15, 1915; and
5 WHEREAS, from its inception, every endeavor of the fraternity was directed toward
6 establishing a strong foundation before embarking on plans of expansion; and
7 WHEREAS, except for the years of World War I and World War II, during which
8 time several Grand Chapter meetings were suspended, Kappa Alpha Psi Fraternity,
9 Incorporated embarked upon an era of expansion and growth; and
10 WHEREAS, Kappa Alpha Psi Fraternity, Incorporated, is now organizationally and
11 administratively mature, and the fraternity steadily moves toward a tomorrow of promise,
12 productivity, and influence.
13 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
14 does hereby recognize Tuesday, April 25, 2023, as Kappa Alpha Psi Fraternity, Incorporated,
15 Day at the state capitol.
