SENATE RESOLUTION NO. 52
BY SENATOR ABRAHAM 
SPECIAL DAY/WEEK/MONTH.  Commends the Ready Louisiana Coalition and
designates Monday, May 1, 2023, as Early Education Day at the state capitol.
1	A RESOLUTION
2 To commend the Ready Louisiana Coalition and to designate Monday, May 1, 2023, as
3 Early Education Day at the state capitol.
4 WHEREAS, the Ready Louisiana Coalition is a bipartisan statewide organization
5 formed in 2018 of over one hundred twenty businesses, chambers, advocacy organizations,
6 and early care and education professionals seeking sufficient investment in quality,
7 affordable early care and education in Louisiana; and
8 WHEREAS, members of the Ready Louisiana Coalition believe that investing in
9 quality, affordable early care and education will prepare students for a smart start in life,
10 enable families to be productive in the workforce, and serve as an economic engine for local
11 communities; and
12 WHEREAS, research shows that early experiences affect the development of the
13 brain architecture, providing the foundation for all future learning, health, and social
14 behaviors; and
15 WHEREAS, early years form the basis for cognition, literacy and learning, social and
16 emotional development, physical development, and more; and
17 WHEREAS, ninety percent of brain development takes place between birth and age
18 four; and

1 WHEREAS, because these early years are when the very foundation of the brain is
2 built, children who begin school behind generally remain behind; and
3 WHEREAS, children who receive quality, affordable early care and education
4 experience long-term improved outcomes in education, health, and social behaviors; and
5 WHEREAS, in Louisiana, the average family spends $8,500 a year on child care,
6 which is a considerable part of their household budget; and
7 WHEREAS, the current lack of quality, affordable early care and education harm all
8 families and have disproportionately impacted children of color and those in poverty during
9 this critical age for early brain development; and
10 WHEREAS, lack of quality, affordable early care and education affect not only the
11 workforce of tomorrow, but also have a substantial impact on the workforce of today, in
12 terms of both worker participation and productivity in Louisiana; and
13 WHEREAS, research has shown that there can be a thirteen percent return on public
14 investment in quality, affordable early care and education; and
15 WHEREAS, child care issues and lost workforce participation and productivity have
16 resulted in more than a 1.3 billion dollar loss for Louisiana's economy; and
17 WHEREAS, the over one hundred and twenty organizations from across Louisiana
18 that comprise the Ready Louisiana Coalition are working to provide access to quality,
19 affordable early care and education that will improve children's outcomes, strengthen our
20 families and workforce, and build our economy.
21 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
22 does hereby commend the Ready Louisiana Coalition and does hereby designate Monday,
23 May 1, 2023, as Early Education Day at the state capitol. 
24 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
25 Ready Louisiana Coalition.
