SENATE RESOLUTION NO. 62

COMMENDATIONS. Commends Dr. William S. Wainwright on his appointment as
president of Southeastern Louisiana University.
1 A RESOLUTION
2 To commend and congratulate Dr. William S. Wainwright on his recent appointment to
3 become the fifteenth president of Southeastern Louisiana University and to
4 acknowledge his many activities, contributions, and service as chancellor of
5 Northshore Technical Community College.
6 WHEREAS, Dr. William S. Wainwright, a Louisiana native, and his wife, Misty, are
7 the proud parents of Ella Grace and Zachary; and
8 WHEREAS, Dr. Wainwright is a graduate of three member institutions of the
9 University of Louisiana System, having earned a Bachelor of Science from the University
10 of Louisiana at Lafayette, a Master of Education from Northwestern State University, a
11 Doctorate of Philosophy from the University of New Orleans, and was a Harvard Institute
12 for Educational Management Fellow in 2011; and
13 WHEREAS, Dr. Wainwright, having twenty-four years of higher education
14 experience including twenty years in administration with the Louisiana Community and
15 Technical College System, has served as chancellor of Northshore Technical Community
16 College since 2011, that institution's first chancellor; and
17 WHEREAS, prior to being named chancellor of Northshore, Dr. Wainwright's
18 experience included service as regional director of Northshore; interim director of Delgado

1 Community College; dean of workforce development at the Capital Area Technical College;
2 and dean of Louisiana Technical College Hammond Area Campus; and
3 WHEREAS, during his tenure as chancellor, Dr. Wainwright was a leader in the
4 college's exponential growth and success, including a student enrollment that tripled; the
5 expansion of two additional campuses, the Lacombe Campus and the Livingston Campus;
6 and leading Northshore Technical to becoming one of the fastest growing community
7 colleges in the nation; and
8 WHEREAS, under his leadership Northshore received accreditation from the
9 Southern Association of Colleges and Schools Commission, the body that accredits
10 degree-granting higher education institutions in the southern states; and
11 WHEREAS, the Brookings Institute has recognized the Northshore Technical
12 Community College as the top-ranked community college for having "the greatest economic
13 value of graduates" and it was distinguished as a "Top Workplace" by NOLA.com for six
14 consecutive years (2018 - 2023); and
15 WHEREAS, outside his academic career, Dr. Wainwright serves as a current board
16 member and past president of Family Promise of St. Tammany, is the current board president
17 of St. Tammany Parish Development District; the immediate past president of The Council
18 of Louisiana Colleges and Universities; serves as a board member of GNO, Inc.; the
19 Northshore Business Council; and president of COMBASE (Community-Based, a
20 consortium of leading community and technical colleges for sharing innovative solutions to
21 meet the challenges of our nation's changing economy); and
22 WHEREAS, with his academic achievement, experience, and community
23 involvement, Dr. William S. Wainwright was appointed by the Board of Supervisors of the
24 University of Louisiana System to become the fifteenth president of the Southeastern
25 Louisiana University.
26 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
27 does hereby commend and congratulate Dr. William S. Wainwright on his appointment as
28 president-elect of Southeastern Louisiana University and acknowledges his activities,
29 contributions, and service as chancellor of Northshore Technical Community College.
30 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
