COMMENDATIONS. Commends LandLocked Aviation Services on receiving the U.S.
Small Business Administration 2023 Phoenix Award for Outstanding Small Business
Disaster Recovery.
1 A RESOLUTION
2 To commend Landlocked Aviation Services on receiving the U.S. Small Business
3 Administration 2023 Phoenix Award for Outstanding Small Business Disaster
4 Recovery.
5 WHEREAS, the U.S. Small Business Administration (SBA) recognizes Phoenix
6 Award winners every year during National Small Business Week for their inspiring
7 resilience in the aftermath of devastating natural disasters; and
8 WHEREAS, Landlocked Aviation Services is the recipient of the 2023 Phoenix
9 Award for Outstanding Small Business Disaster Recovery; and
10 WHEREAS, LandLocked Aviation Services' founder, leader, and visionary, Tyson
11 Grenzebach, founded LandLocked Industries LLC, dba LandLocked Aviation Services, in
12 2009; and
13 WHEREAS, with twenty-five years mastering aircraft refinishing and managing
14 multiple aircraft paint facilities, Tyson Grenzebach and a group of buddies set out to work
15 as touch labor providers in aircraft refinishing; and
16 WHEREAS, in 2014, Tyson was presented with an opportunity to open shop in Lake
17 Charles, Louisiana, at the Chennault International Airport; and
18 WHEREAS, Tyson obtained Federal Aviation Regulation Part 145 certification from

1 the Federal Aviation Administration and secured a contract to provide aircraft refinishing
2 service to Delta Airlines; and
3 WHEREAS, Tyson's reputation and work ethic has been instrumental in LandLocked
4 Aviation Services, becoming a preferred provider for aircraft refinishing in the commercial,
5 military, and private sectors; and
6 WHEREAS, Landlocked Aviation Services' sales revenue in 2015 was $4.2 million,
7 climbing to $16.9 million in 2022, and there are plans to acquire additional hanger space to
8 help fill the demand for aircraft refinishing services; and
9 WHEREAS, the road to success has not been without its challenges, but LandLocked
10 Aviation Services has persevered in overcoming the obstacles; and
11 WHEREAS, the COVID pandemic in 2020 brought the industry to a screeching halt,
12 requiring quick and decisive action to maintain the business; and
13 WHEREAS, the COVID pandemic was followed by the deadly and destructive
14 category four Hurricane Laura bringing mass destruction to the entire area; and
15 WHEREAS, LandLocked Aviation Services pivoted and acquired some equipment
16 and went to work offering land clearing and clean up services; and
17 WHEREAS, approximately six weeks later, Hurricane Delta followed almost the
18 same exact path as Hurricane Laura; this was followed by a record freeze in February and
19 a major flash flood in May 2021; and
20 WHEREAS, as a result, Lake Charles, Louisiana, was named America's Most
21 Weather Battered City with four natural disasters being claimed; and
22 WHEREAS, LandLocked Aviation Services was fortunate to qualify for small
23 business administration assistance during these devastating times, and the funds received
24 were instrumental in giving LandLocked Aviation Services the resources to rebuild, replace
25 equipment, and get back to work; without that assistance, the road to recovery would have
26 been much longer.
27 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
28 does hereby commend LandLocked Aviation Services on receiving the U.S. Small Business
29 Administration 2023 Phoenix Award for Outstanding Small Business Disaster Recovery.
30 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
