HOUSE BILL NO. 4
BY REPRESENTATIVE MCFARLAND
1	AN ACT
2 To appropriate funds and to make certain reductions from certain sources to be allocated to
3 the designated agencies and purposes in specific amounts for the making of
4 supplemental appropriations and reductions for said agencies and purposes for Fiscal
5 Year 2024-2025; to provide for an effective date; and to provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1.  The following sums are hereby appropriated from the sources specified for
8 the purpose of making supplemental appropriations for Fiscal Year 2024-2025.  Reductions
9 are denoted in parentheses.

13 Payable out of the State General Fund by
14 Statutory Dedications out of the 
15 Overcollections Fund to the Elections 
16 Program for the purpose of changing the
17 March 29, 2025 local election to a statewide 
18 election	$ 3,281,010
19	DEPARTMENT OF EDUCATION
20 19-681SUBGRANTEE ASSISTANCE
21 Payable out of the State General Fund by
22 Statutory Dedications out of the 
23 Overcollections Fund to the Non-Federal 
24 Support Program for city, parish, and other 
25 local public schools for the purchase of 
26 instructional materials, both textbook and 
27 digital; Future Farmers of America (FFA) 
28 training materials; and supplies, including
29 consumable shop supplies, equipment, and 
30 parts for students enrolled in a vocational

1 agriculture, agribusiness, or agriscience course 
2 as of October 1, 2024.  The city, parish, and 
3 other local public schools may match the 
4 dollars appropriated herein	$ 200,000
5 Section 2.  This Act shall become effective upon signature by the governor or, if not
6 signed by the governor, upon expiration of the time for bills to become law without signature
7 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
8 vetoed by the governor and subsequently approved by the legislature, this Act shall become
9 effective on the day following such approval.
