MTR VEHICLE/LICEN PLATES: Creates the "Mystic Krewe of Femme Fatale" specialty
license plate
1 AN ACT
2To enact R.S. 47:463.230, relative to motor vehicle special prestige license plates; to
3 establish the "Mystic Krewe of Femme Fatale" specialty license plate; to provide for
4 the creation, issuance, design, fees, implementation, distribution, and rule
5 promulgation applicable to such license plate; to provide an effective date; and to
6 provide for related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1. R.S. 47:463.230 is hereby enacted to read as follows:
9 ยง463.230. Special prestige license plate; "Mystic Krewe of Femme Fatale"
10 A. The secretary of the Department of Public Safety and Corrections shall
11 establish a special prestige motor vehicle license plate to be known as the "Mystic
12 Krewe of Femme Fatale" plate, provided there is a minimum of one thousand
13 applicants for such plate. The plate shall be restricted to use on passenger cars,
14 pickup trucks, recreational vehicles, motorcycles, and vans.
15 B. The secretary shall work in conjunction with the Mystic Krewe of Femme
16 Fatale to select the color and design of the plate, provided it is in compliance with
17 R.S. 47:463(A)(3). The design shall include the words "Mystic Krewe of Femme
18 Fatale".
19 C. The special prestige license plate shall be issued, upon application, to any
20 citizen of Louisiana in the same manner as any other motor vehicle license plate.

1 D. The department shall collect an annual royalty fee of twenty-five dollars
2 that shall be disbursed in accordance with Subsection E of this Section. This royalty
3 fee shall be in addition to the standard motor vehicle license tax imposed by Article
4 VII, Section 5 of the Constitution of Louisiana and a handling fee of three dollars
5 and fifty cents for each plate to be retained by the department to offset a portion of
6 administrative costs.
7 E. The annual royalty fee shall be collected by the department and forwarded
8 to the Mystic Krewe of Femme Fatale. The monies received from the royalty fees
9 shall be used for the organization's community engagement events to support its
10 mission of uplifting the community through various endeavors of engagement,
11 awareness, and social enhancement in order to make a difference in the New Orleans
12 Metropolitan area and across the state of Louisiana.
13 F. The secretary shall promulgate and adopt rules and regulations as are
14 necessary to implement the provisions of this Section.
15 Section 2. The Department of Public Safety and Corrections, office of motor
16vehicles, is hereby directed to create the special prestige license plate when the applicable
17statutory provisions are met and its system is updated to accommodate the creation of the
18new plates.

Proposed law requires the department to collect an annual royalty fee of $25 in addition to
the standard motor vehicle license tax and a $3.50 handling fee for each plate to be retained
by the department to offset a portion of administrative costs.
Proposed law requires monies received from the royalty fees to be forwarded to the treasurer
of the Mystic Krewe of Femme Fatale. Specifies that the monies received from the royalty
fees be used for the organization's community engagement events to support its mission of
uplifting the community.
Proposed law requires the secretary to promulgate and adopt rules and regulations to
implement the provisions provided in proposed law.
Directs the Dept. of Public Safety and Corrections, office of motor vehicles, to create the
"Mystic Krewe of Femme Fatale" specialty license plate when the applicable statutory
provisions are met and its system is updated to accommodate the creation of new plates.
