HOUSE BILL NO. 131

RACING/HORSE:  Provides for payment of horse racing purses
1	AN ACT
2To amend and reenact R.S. 4:177, relative to horse racing; to provide for the payment of
3 horse racing purses; to provide for breeder awards; and to provide for related matters.
4Be it enacted by the Legislature of Louisiana:
5 Section 1.  R.S. 4:177 is hereby amended and reenacted to read as follows: 
6 ยง177.  Breeder awards
7	Each licensee authorized to conduct race meets shall pay the equivalent of ten
8 percent of winner's share of the the total purse of each race won earned by accredited
9 Louisiana bred horses.  The sum shall be paid by the licensee within thirty days after
10 the close of the race meeting to the respective breeders of the winners of such races
11 as a breeder's award.  The provisions of this Section shall not apply to races written
12 exclusively for accredited Louisiana bred horses which shall be paid a breeder's
13 award by the Louisiana State Racing Commission out of funds provided for this
14 purpose pursuant to the provisions of R.S. 4:165(A).

Present law requires that a licensee authorized to conduct a race must pay 10% of the
winner's share of the purse of each race won by accredited La. bred horses.  
Proposed law instead requires that the 10% be from the total purse of each race earned by
accredited La. bred horses.  Proposed law otherwise retains present law.
Present law requires that the sum shall be paid by the licensee within 30 days after the close
of the race meeting to the respective breeders of the winners of such races as a breeder's
award. 
Proposed law instead requires that the sum shall be paid to the respective breeders of such
races as a breeder's award. 
Present law exempts proposed law from applying to races written exclusively for accredited
La. bred horses which shall be paid a breeder's award by the La. State Racing Commission
out of funds provided for this purpose pursuant to the provisions of present law.
Proposed law retains present law.
