SABINE RIVER AUTHORITY: Provides relative to board appointments for the Sabine
River Authority
1 AN ACT
2To amend and reenact R.S. 38:2322(A), relative to board appointments for the Sabine River
3 Authority; to provide relative to qualifications for board members residing in
4 Calcasieu Parish; and to provide for related matters.
5Be it enacted by the Legislature of Louisiana:
6 Notice of intention to introduce this Act has been published
7 as provided by Article III, Section 13 of the Constitution of
8 Louisiana.
9 Section 1. R.S. 38:2322(A) is hereby amended and reenacted to read as follows:
10 ยง2322. Board of commissioners
11 A.(1) The governing authority of the Sabine River Authority shall be vested
12 in a board of commissioners thereof, which is hereby provided for in this Section.
13 The board shall be composed of thirteen members, who shall be appointed by the
14 governor, one of whom shall serve as chairman. Of the thirteen members of the
15 board to be appointed by the governor, four members shall be residents of Sabine
16 Parish, two members shall be residents of Calcasieu Parish, two members shall be
17 residents of Vernon Parish, two members shall be residents of DeSoto Parish, two
18 members shall be residents of Beauregard Parish, and one member shall be a resident
19 of Cameron Parish.

1 (2) The two members from Calcasieu Parish are required to meet the
2 following qualifications for appointment to the board:
3 (a) One member must reside within the Sabine River Watershed area as
4 defined by established parish drainage maps.
5 (b) One member shall have either worked, have working knowledge, or
6 currently work within an industrial facility that utilizes the Sabine River water
7 system as a source of fresh water.
8 (2)(3) Each member of the board appointed by the governor shall serve at the
9 pleasure of the governor making the appointment. Each appointment by the
10 governor shall be submitted to the Senate for confirmation.

Abstract: Provides qualifications for board appointments for members from Calcasieu
Parish.
Present law vests the governing authority of the Sabine River Authority in a board composed
of 13 members.
Present law requires the 13 members of the board be appointed by the governor, one of
whom will serve as chairman.
Present law specifies that four members must be residents of Sabine Parish, two members
must be residents of Calcasieu Parish, two members must be residents of Vernon Parish, two
members must be residents of DeSoto Parish, two members must be residents of Beauregard
Parish, and one member must be a resident of Cameron Parish.
Proposed law requires members from Calcasieu Parish meet certain qualifications for
appointment on the board. Specifies that one member from Calcasieu Parish must have a
primary residence within the Sabine River Watershed area as defined by established parish
drainage maps. Further specifies that one member from Calcasieu Parish must have either
worked, have working knowledge, or currently be working within an industrial facility that
utilizes the Sabine River water system as a source of fresh water.
