SSHB150 4573 4776 HOUSE SUMMARY OF SENATE AMENDMENTS HB 150 2024 Regular Session Travis Johnson DISTRICTS/SPECIAL: Provides relative to the Delta Agriculture Research and Sustainability District Synopsis of Senate Amendments 1.Changes the name of the district from the Delta Agriculture Research and Sustainability District to the Delta Economic Research and Sustainability District. 2.Adds the chairman of Louisiana Public Transit Association as one of the members who will serve ex officio with no voting rights. 3.Changes who the board may hire from a "district director" to "staff persons". 4.Clarifies that the board may hire staff persons to manage day-to-day management operations and to establish the duties and responsibilities of such staff persons. 5.Clarifies that a staff person hired after July 1, 2024 must be a resident of the state. 6.Exempts staff persons hired prior to July 1, 2024 from the provisions of proposed law. 7.Makes technical changes. Digest of Bill as Finally Passed by Senate Proposed law changes the name of the district from the Delta Agriculture Research and Sustainability District to the Delta Economic Research and Sustainability District. Proposed law specifies that Concordia Parish is the domicile of the district. Present law specifies that the district is governed by a board of commissioners, consisting of 26 members. In pertinent part, the membership includes the following university presidents: (1)The president of La. Tech University or his designee. (2)The president of the University of La. at Monroe or his designee. (3)The president of the Southern University System or his designee. (4)The president of the La. State University System or his designee. (5)The president of the Grambling State University or his designee. Proposed law removes the voting rights of the presidents of La. Tech University, University of La. at Monroe, Southern University System, La. State University System, and Grambling State University, and their designees making them ex officio members. Further adds the chairman of the La. Public Transit Association as an ex officio member without voting rights. Proposed law modifies present law by changing who the board may hire from a "district director " to "staff persons". Further authorizes the board to hire staff persons to manage day-to-day management operations and to establish the duties, responsibilities, and the salary of such staff persons. Present law requires the district director to report directly to the board and authorizes him to hire an administrative assistant with approval of the board. Proposed law modifies present law by requiring staff persons to report directly to the chairman of the board and authorizes a staff person to hire an administrative assistant with approval of the board. Present law requires that a district director hired after July 1, 2023 be a resident of the state and have been domiciled in the district for the preceding two years prior to employment. Proposed law modifies present law by removing the requirement that the district director hired after July 1, 2023 be domiciled in the district for two preceding years prior to employment and instead requires a staff person hired after July 1, 2024 to be a resident of the state. Present law exempts a district director hired prior to July 1, 2023 from the provisions of present law. Proposed law modifies present law by exempting staff persons hired prior to July 1, 2024 from the provisions of proposed law, instead of exempting a district director.
