LIBRARIES: Provides relative to qualifications for cerified librarians
1 AN ACT
2To amend and reenact R.S. 25:222(A), relative to the State Board of Library Examiners; to
3 provide relative to certification of professional librarians; to provide relative to the
4 educational requirements of applicants; and to provide for related matters.
5Be it enacted by the Legislature of Louisiana:
6 Section 1. R.S. 25:222(A) is hereby amended and reenacted to read as follows:
7 ยง222. State board of library examiners; creation; members, appointment, and terms
8 of office; duties; examinations of applicants; fee for examination and
9 certificate
10 A.(1) There is created a State Board of Library Examiners to be composed
11 of three members, all of whom must be experienced and trained librarians, appointed
12 and chosen by the Board of Commissioners of the State Library of Louisiana for a
13 term of four years who shall serve without pay. The members of the board shall
14 meet and organize and elect one chairman and a secretary. The board of library
15 examiners shall have authority to establish rules and regulations for its government
16 and prescribe examinations, qualifications, conditions, and requirements for those
17 seeking certificates or permits to practice the profession of librarian. The board shall
18 hold at least one examination a year for the purposes of examining applicants for
19 certificates as librarians at the office of the state library in Baton Rouge and may

1 hold other examinations at other places in the state as may suit the convenience of
2 the board and the applicants.
3 (2) The board may require, as a condition for certification or permit to
4 practice the profession of librarian, that applicants possess a graduate degree;
5 however, the board may not require applicants to possess a graduate degree in any
6 particular field or fields of study.

Present law creates the State Bd. of Library Examiners. Provides for the composition of the
board and terms of members. Authorizes members of the board to prescribe examinations,
qualifications, conditions, and requirements for those seeking certificates or permits to
practice the profession of librarian.
Proposed law retains present law and authorizes the board to require applicants to possess
a graduate degree. Provides that the board may not require applicants to possess a graduate
degree in a particular field of study.
