R.S. 33:2740.38(C)(1)(e) is hereby amended and reenacted to read as 10follows: 11 §2740.38. Shreveport; downtown development district 12 * * * 13 C.(1) The Shreveport Downtown Development District, hereinafter referred 14 to as the "district," shall be governed by the Shreveport Downtown Development 15 Authority hereinafter referred to as the "authority", originally established by 16 Ordinance No. 47 of 1975 of the city council of the city of Shreveport. HLS 24RS-124 ORIGINAL HB NO. 254 1 who shall be appointed by the mayor of the city of Shreveport (the "mayor"), subject 2 to confirmation by the city council as follows: 3 * * * 4 (e) One member from a list of three nominees submitted to the mayor by the 5 state senators whose senatorial districts are defined by R.S. 24:35.1(A)(37) as 6 District 37 and by R.S. 24:35.1(A)(39) as District 39 any state senator whose 7 senatorial district encompasses a portion of the area of the district and by the any 8 state representative whose representative district is defined by R.S. 24:35.5(A)(4) as 9 District 4 encompasses a portion of the area of the district. 10 * * * DIGEST The digest printed below was prepared by House Legislative Services. [R.S. 1:13(B) and 24:177(E)] HB 254 Original 2024 Regular Session Jackson Abstract: Provides relative to appointments to the governing board of the Shreveport Downtown Development District. Present law creates the Shreveport Downtown Development District, which is governed by a board known as the Shreveport Downtown Development Authority. Present law provides that one of the members of the authority is appointed by the mayor of Shreveport, subject to city council confirmation, from a list of nominees submitted by the state senators from districts 37 and 39 and the state representative from district 4. Proposed law provides instead that this appointment shall be made by the mayor from nominations made by any state senator and any state representative whose legislative district encompasses a portion of the area of the downtown development district. Present law, which is retained by proposed law, provides that the authority also includes the mayor and the authority's executive director as nonvoting members and the six other mayoral appointments, subject to city council confirmation, as follows: (1)One from nominees submitted to the mayor by Downtown Shreveport Unlimited. (2)One from nominees submitted by the Shreveport Bossier African American Chamber of Commerce or its successor. (3)One from nominees submitted by the Greater Shreveport Chamber of Commerce.
