HOUSE BILL NO. 283

MTR VEHICLE/COMMERCIAL:  Requires that a commercial driver's curriculum offered
by an educational institution or agency include human trafficking training
1	AN ACT
2To enact R.S. 40:1464, relative to commercial driver's instruction; to require commercial
3 driver's training offered by an educational institution or agency include instruction
4 on human trafficking; to require the Board of Regents to establish industry specific
5 anti-trafficking training materials; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 40:1464 is hereby enacted to read as follows:
8 ยง1464.  Commercial driver's curriculum; human trafficking training
9	A.  Any trade school, community college, agency, public or private school,
10 or person offering instruction in the operation of commercial motor vehicles as part
11 of a commercial motor vehicle driving course curriculum shall include a minimum
12 of thirty minutes of industry specific anti-trafficking training on the recognition,
13 prevention, and reporting of human trafficking.
14	B.  The Board of Regents shall identify and establish industry specific anti-
15 trafficking training materials for use in instruction on the recognition, prevention,
16 and effective reporting of human trafficking by applicants as a requirement to obtain
17 a Class "A", "B", or "C" commercial driver's license.  The board may collaborate
18 with organizations that specialize in and offer training materials on the recognition,
19 prevention, and reporting of human trafficking for commercial truckers.  The board

1 shall review and update the training materials to account for changes and trends in
2 human trafficking once every three years, at minimum.
3 Section 2.  The provisions contained in R.S. 40:1464(B) of this Act shall become
4effective on August 1, 2024.  The remainder of this Act shall become effective on January
51, 2025.

Proposed law requires any trade school, community college, agency, public or private
school, or person offering instruction in the operation of a commercial motor vehicle as part
of a commercial motor vehicle driving course curriculum to include industry specific anti-
trafficking training on the recognition, prevention, and reporting of human trafficking.
Proposed law requires the Bd. of Regents establish industry specific anti-trafficking training
materials for use in instruction on the recognition, prevention, and effective reporting of
human trafficking by applicants as a requirement to obtain a Class "A", "B", or "C"
commercial driver's license.  Proposed law authorizes the board to collaborate with
organizations that specialize in and offer training materials on the recognition, prevention,
and reporting of human trafficking for commercial truckers.  Proposed law requires the
board to review and update the training materials every three years to account for changes
and trends in human trafficking.
Proposed law requires the Bd. of Regents to identify and establish training materials
effective Aug. 1, 2024, and specifies that the remainder of proposed law will become
effective Jan. 1, 2025.
