HOUSE BILL NO. 294
BY REPRESENTATIVES ROMERO AND BUTLER
MTR VEHICLE/LICEN PLATES:  Creates the "United States Submarine Veterans"
specialty license plate
1	AN ACT
2To enact R.S. 47:463.230, relative to motor vehicle special prestige license plates; to
3 establish the "United States Submarine Veterans" specialty license plate; to provide
4 for the creation, issuance, design, fees, implementation, distribution, and rule
5 promulgation applicable to such license plate; to provide an effective date; and to
6 provide for related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1.  R.S. 47:463.230 is hereby enacted to read as follows:
9 ยง463.230.  Special prestige license plate; "United States Submarine Veterans"
10	A.  The secretary of the Department of Public Safety and Corrections shall
11 establish a special prestige motor vehicle license plate to be known as the "United
12 States Submarine Veterans" plate, provided there is a minimum of one thousand
13 applicants for such plate.  The plate shall be restricted to use on passenger cars,
14 pickup trucks, recreational vehicles, motorcycles, and vans.
15	B.  The secretary shall work in conjunction with the United States Submarine
16 Veterans Charitable Foundation, Inc., to select the color and design of the plate,
17 provided it is in compliance with R.S. 47:463(A)(3).  The design shall include the
18 words "United States Submarine Veterans".
19	C.  The special prestige license plate shall be issued, upon application, to any
20 citizen of Louisiana in the same manner as any other motor vehicle license plate.

1	D.  The department shall collect an annual royalty fee of twenty-five dollars
2 that shall be disbursed in accordance with Subsection E of this Section.  This royalty
3 fee shall be in addition to the standard motor vehicle license tax imposed by Article
4 VII, Section 5 of the Constitution of Louisiana and a handling fee of three dollars
5 and fifty cents for each plate to be retained by the department to offset a portion of
6 administrative costs.
7	E.  The annual royalty fee shall be collected by the department and forwarded
8 to the treasurer of the United States Submarine Veterans Charitable Foundation, Inc.
9 The monies received from the royalty fees shall be used to provide scholarships for
10 children.
11	F.  The secretary shall promulgate and adopt rules and regulations as are
12 necessary to implement the provisions of this Section.

received from the royalty fees be used to provide scholarships for children.
