HOUSE BILL NO. 297
BY REPRESENTATIVE MCCORMICK
1	AN ACT
2 To authorize and provide for the transfer of certain state property; to authorize the transfer
3 of certain state property in Caddo Parish; to provide for property descriptions; to
4 provide for the reservation of mineral rights; to provide terms and conditions; to
5 provide for termination of authority; to provide for an effective date; and to provide
6 for related matters.
7 Be it enacted by the Legislature of Louisiana:
8 Section 1.  The commissioner of administration through the office of state lands,
9 notwithstanding any other provision of law to the contrary, is hereby authorized and
10 empowered to convey, transfer, assign, lease, or deliver any interest, excluding mineral
11 rights, the state may have in and to all or any portion of the following described property in
12 Caddo Parish to Michael Stroy:
13	A certain tract of land in Section 12, T20N, R16W, Caddo Parish, Louisiana,
14	belonging to the state of Louisiana, lying below the 173.09 foot contour,
15	identified as Lot 3, East Caddo Lake Area, being that parcel of land situated
16	between the land now owned by Michael Stroy and the waters edge of Caddo
17	Lake.
18 Section 2.  The commissioner of administration through the office of state lands is
19 hereby authorized to enter into such agreements, covenants, conditions, and stipulations and
20 to execute such documents as necessary to properly effectuate any conveyance, transfer,
21 assignment, lease, or delivery of any interest, excluding mineral rights, to the property
22 described in Section 1 of this Act, and as more specifically described in any such agreements
23 entered into and documents executed by and between the commissioner of administration
24 and Michael Stroy, in exchange for consideration proportionate to the appraised value of the
25 property.

1 Section 3.  If an agreement authorized by this Act is not entered into by December
2 31, 2024, the office of state lands is authorized to proceed with a sale of the property
3 described in this Act in accordance with the procedures set forth in Title 41 of the Louisiana
4 Revised Statutes of 1950.
5 Section 4.  This Act shall become effective upon signature by the governor or, if not
6 signed by the governor, upon expiration of the time for bills to become law without signature
7 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
8 vetoed by the governor and subsequently approved by the legislature, this Act shall become
9 effective on the day following such approval.
