HLS 24RS-186 ORIGINAL 2024 Regular Session HOUSE BILL NO. 298 BY REPRESENTATIVE MCMAHEN PROPERTY/PUBLIC: Provides for the transfer of certain state property in Webster Parish 1 AN ACT 2To authorize and provide for the transfer of certain state property; to authorize the transfer 3 of certain state property in Webster Parish; to provide a property description; to 4 provide for reservation of mineral rights; to provide terms and conditions; to provide 5 for an effective date; and to provide for related matters. 6Be it enacted by the Legislature of Louisiana: 7 Section 1. The commissioner of administration, notwithstanding any other provision 8of law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease, 9or deliver any interest, excluding mineral rights, the state may have to any portion of the 10following described property in Webster Parish to those persons holding record title to that 11portion of the property: 12 Those areas of dried lake bed existing above the current ordinary high water 13 mark and below the 148.6 foot contour line according to NGVD29 elevation 14 datum and lying within Sections 13 and 24 of Township 17 North - Range 10 15 West, Webster Parish, Louisiana, estimated to contain, in the aggregate, 16 approximately 110 acres. 17 Section 2. The commissioner of administration is hereby authorized to enter into 18such agreements, covenants, conditions, and stipulations and to execute such documents as 19necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of 20title, excluding mineral rights, to portions of the property described in Section 1 of this Act, 21and as more specifically described in any such agreements entered into and documents 22executed by and between the commissioner of administration and the record title holder to 23such property, in exchange for consideration proportionate to the appraised value of the 24property. This Act shall become effective upon signature by the governor or, if not 2signed by the governor, upon expiration of the time for bills to become law without signature 3by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If 4vetoed by the governor and subsequently approved by the legislature, this Act shall become 5effective on the day following such approval.
