HOUSE BILL NO. 298

PROPERTY/PUBLIC:  Provides for the transfer of certain state property in Webster Parish
1	AN ACT
2To authorize and provide for the transfer of certain state property; to authorize the transfer
3 of certain state property in Webster Parish; to provide property descriptions; to
4 provide for reservation of mineral rights; to provide terms and conditions; to provide
5 for an effective date; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  The commissioner of administration, notwithstanding any other provision
8of law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease,
9or deliver any interest, excluding mineral rights, the state may have to any portion of the
10following described property in Webster Parish to those persons holding record title to that
11portion of the property:
12	Those areas of dried lake bed existing above the current ordinary high water
13	mark and below the 148.6 foot contour line according to NGVD29 elevation
14	datum and lying within Sections 13 and 24 of Township 17 North - Range 10
15	West, Webster Parish, Louisiana, estimated to contain, in the aggregate,
16	approximately 110 acres.
17 Section 2.  The commissioner of administration is hereby authorized to enter into
18such agreements, covenants, conditions, and stipulations and to execute such documents as
19necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of
20title, excluding mineral rights, to portions of the property described in Section 1 of this Act,
21and as more specifically described in any such agreements entered into and documents
22executed by and between the commissioner of administration and the record title holder to
23such property, in exchange for consideration proportionate to the appraised value of the
24property.

1 Section 3. The commissioner of administration, notwithstanding any other provision
2of law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease,
3or deliver any interest, excluding mineral rights, the state may have to all or any portion of
4the following described property in Webster Parish to Dale Farrar Furniss: 
5	A 0.77 acre, more or less, tract of land located in Government Lot No. 4,
6	Section 13, Township 17 North, Range 10 West, Webster Parish, Louisiana.
7 Section 4.  The commissioner of administration is hereby authorized to enter into
8such agreements, covenants, conditions, and stipulations and to execute such documents as
9necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of
10title, excluding mineral rights, to portions of the property described in Section 3 of this Act, 
11and as more specifically described in any such agreements entered into and documents
12executed by and between the commissioner of administration and Dale Farrar Furniss, in
13exchange for consideration proportionate to the appraised value of the property.
14 Section 5.  This Act shall become effective upon signature by the governor or, if not
15signed by the governor, upon expiration of the time for bills to become law without signature
16by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
17vetoed by the governor and subsequently approved by the legislature, this Act shall become
18effective on the day following such approval.

Parish to individuals that hold record title to the property and authorizes the commissioner
of administration to transfer certain state property in Webster Parish to Dale Farrar Furniss.
Provides for the reservation of mineral rights to the state.
Effective upon signature of governor or lapse of time for gubernatorial action.
Summary of Amendments Adopted by House
The Committee Amendments Proposed by House Committee on Natural Resources and
Environment to the original bill:
1. Add an additional authorization for the commissioner of administration to
transfer a certain tract of land in Webster Parish to Dale Farrar Furniss.
