HLS 24RS-715 ORIGINAL 2024 Regular Session HOUSE BILL NO. 316 BY REPRESENTATIVE LARVADAIN CAMPAIGN FINANCE: Provides relative to deadlines for financial disclosures required of members and certain employees of the Gaming Control Board, the Riverboat Gaming Commission, and the La. Economic Development and Gaming Corporation 1 AN ACT 2To amend and reenact R.S. 27:12(B), 63(A) and (B), and 226(A) and (B), relative to 3 required financial disclosures of certain members and employees of certain boards, 4 commissions, and corporations; to provide for a period of time within which to file 5 certain disclosure documents; and to provide for related matters. 6Be it enacted by the Legislature of Louisiana: 7 Section 1. R.S. 27:12(B), 63(A) and (B), and 226(A) and (B) are hereby amended 8and reenacted to read as follows: 9 §12. Certain financial interests prohibited; oaths 10 * * * 11 B. Each member of the board, except the ex officio members, shall file with 12 the Board of Ethics prior to no later than fifteen days from the time of confirmation, 13 and annually thereafter, a financial disclosure statement listing all assets and 14 liabilities, property and business interests, and sources of income of the member, the 15 spouse of the member, and each minor child of the member. Each member of the commission and the supervisor shall file with the 3 Board of Ethics at no later than fifteen days from the time of appointment and 4 annually thereafter, a financial disclosure statement listing all assets and liabilities, 5 property and business interests, and sources of income of the member or supervisor, 6 the spouse of the member or supervisor, and minor children of the member or 7 supervisor. 8 B. Each employee of the commission, except secretarial and clerical 9 personnel, and each employee or agent of the division, except secretarial and clerical 10 personnel, shall file with the Board of Ethics, at no later than fifteen days from the 11 time of appointment and annually thereafter, an affidavit affirming that the employee 12 or agent and the spouse of the employee or agent does not have an interest in an 13 applicant licensee or permittee. 14 * * * 15 §226. Each member of the board shall file with the Board of Ethics at no later 17 than fifteen days from the time of appointment, and annually thereafter, a financial 18 disclosure statement listing all assets and liabilities, property and business interests, 19 and sources of income of the member, the spouse of the member, and minor children 20 of the member. 21 B. Economic Development and Gaming Corp. Present law requires members of the Gaming Control Board, the Riverboat Gaming Commission, and the La. Economic Development and Gaming Corp. to file a financial disclosure statement listing all assets and liabilities, property and business interests, and sources of income of the member, the spouse of the member, and each minor child. Present law requires the financial disclosure statements of the board members to be filed prior to or at the time of confirmation. Present law requires certain employees of the Riverboat Gaming Commission and the La. Economic Development and Gaming Corp. to file an affidavit affirming that the employee and the spouse of the employee do not have an economic interest in an applicant, licensee, or permittee. Present law requires the affidavit of the employees to be filed at the time of employment or appointment. Proposed law retains present law but changes the filing deadline for the financial disclosure statements of the members and the affidavits of the employees to no later that 15 days from the time of confirmation, appointment, or employment, as applicable.
